Duties Description The Office of Research, Evaluation, and Performance Analytics at the New York State Office of Children and Family Services is seeking a qualified candidate to fill a full time Research Scientist 2 position within the Community-based Prevention Services Evaluation and Implementation Support Unit.

Under the direction of senior research scientist staff, the incumbent will be responsible for evaluating the quality, performance, and effectiveness of community-based family strengthening and support programs as well as other child welfare and community services programs and initiatives as assigned.

Duties include the formulation of policy and program relevant research questions, development and implementation of evaluation and research designs, creation of data collection tools and measurement instruments, database design and management, multivariate data analysis, and dissemination of findings through the authorship of technical reports, research briefs/infographics, and presentations.

The selected candidate will also support the development, monitoring, and analysis of performance metrics and continuous quality improvement efforts for various programs and initiatives, including Family Resource Centers and other evidence-based prevention programs. Within this role, the research scientist will engage partners at the state, local, and agency level in discussions about data collection and evaluation activities, review data with partners, and translate findings into actionable strategies for improvement.

Completion of data analysis tasks requires use of SPSS and other software packages to extract, merge, manage, and analyze large scale administrative databases and project specific data files. With guidance from senior research staff, the researcher will use advanced, multivariate statistical methods to assess relations among variables and program impacts and use findings to formulate policy and program recommendations. Additional duties will be discussed in detail during the interview.

Minimum Qualifications Bachelor's Degree in Social Welfare, Criminal Justice, Psychology, Sociology or other related field, and three years of professional research experience
* in the area(s) of child welfare, criminal justice, social work, psychology, sociology, program evaluation or other related field;

* A Master's Degree in Social Welfare, Criminal Justice, Psychology, Sociology or other related field may substitute for one year of experience. A PhD in Social Welfare, Criminal Justice, Psychology, Sociology or other related field may substitute for an additional year of experience.

Additional Comments Background Investigation Requirements:

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee's employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations.

Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
