overview

the environmental sustainability and resiliency (esr) task force analyzes and tracks citywide sustainability and resiliency funding and supports agencies and other omb units in the formulation, design, evaluation of policies and investments. The esr sustainability policy unit is a multidisciplinary team that conducts policy analysis and special projects focused on the city’s efforts to reduce greenhouse gas emissions. The unit also supports the development of new york city’s climate budget, which will publicly quantify the impacts of city actions toward climate-related goals and targets, promoting citywide coordination, climate-aligned investment decisions, and accountability.

this position will support the city in meeting its commitments related to the $6.8m in energy efficiency and conservation block grant (eecbg). Please note that this is a grant-funded position, with funding secured through august 2027. Employment beyond the term of the grant will be dependent upon the availability of funding.

responsibilities
  • provide forecasting and analysis expertise to give nyc and the public increased confidence in the city’s ghg forecasting methods and results
  • update annual forecast using latest data and emissions factors, including sector-specific projections
  • revise metrics and methods used to evaluate emissions and air quality impacts of funded projects
  • lead or participate in interagency meetings to validate assumptions and share interim findings
  • prepare draft sections for annual publication summarizing emissions impacts of city actions
  • model cost, emissions, and public health outcomes for proposed or ongoing programs
  • assessing city cost, emissions, public health, and risk implications of legislation, initiatives, and proposed policies, projects, and programs
  • surveying academic literature, interviewing researchers and design professionals
  • statistical analysis of large datasets
  • drafting and presenting analysis and research
  • development, analysis, and implementation of investment metrics, tools, and protocols to support achievement of sustainability outcomes
  • effectively working with multiple city agencies and across task forces within omb to ensure all goals are met
  • contributing to other projects on an ad hoc basis
experience and qualifications

minimum qualification requirements

  • a baccalaureate degree from an accredited college

preferred skills:

  • proficiency in microsoft excel
  • proficiency in at least one data/statistical coding platform (e.g., python, r, stata)
  • experience in greenhouse gas emissions accounting using a conventional framework (e.g., gpc)
  • experience with applied quantitative analysis, such as scenario modeling or statistical methods like econometrics/regression
  • knowledge of and/or experience with new york city government, nys and nyc energy, real estate, or construction markets and regulatory framework
  • excellent writing, presentation, and interpersonal skills
  • ability to use good judgment under pressure, motivation to work on projects with long timelines, and creativity while facing problems without clearly defined solutions
  • expertise in at least one of the following areas:
  • air quality and pollutants
  • climate impacts of organic waste management
  • building energy efficiency and beneficial electrification
  • transportation modeling and planning
  • climate adaptation and resiliency
  • applied microeconomic policy analysis
  • public budgeting or finance
