The headquarters Resettlement Team oversees the implementation and quality of services for refugees within their early resettlement period. The team supports IRC local office staff and partners in implementing high-quality programs by providing technical assistance, training and monitoring. The Program for Initial Resettlement (PIR) Program, funded by the Office of Refugee Resettlement (ORR), coordinates placement and resettlement services to newly arriving refugee populations into the US.
The Program Officer for Resettlement Partnerships’ role is primarily focused on expanding the national geographic footprint of the program through partnerships.
The position will be responsible for identifying, reviewing and onboarding new formal and informal partners in resettlement. The Program Officer provides technical assistance for quality programming, including training, monitoring and reporting in partner locations where the program is implemented. This role requires a strong attention to detail and expert-level data analysis to monitor trends, and ensure compliance. The PO reports to the Senior Program Officer, Program for Initial Resettlement within the Resettlement, Asylum and Integration Department in the US.
** Major Responsibilities:*
* • Oversee and coordinate the identification, training and mentoring of local organizations in all aspects of PIR programming and operational delivery. Support the direct delivery of training as needed.
• Through mastery of IRC’s partnership model and policies, implement recruitment, vetting and management of partnership agreements
• Working with new and potential partners, lead the development and documentation of policies and practices that promote program compliance and excellence.
• Lead the development and management of training and technical assistance by liaising with IRC subject matter experts to coordinate high-quality information sharing for new/emerging resettlement agencies (RAs).
• Ensures completion of all activities in the program cycle including reporting, data collection, proposal writing, monitoring, training, and pipeline management.
• Guide internal and donor monitoring and co-monitor local offices for compliance with program guidelines. Advocate and help remove office barriers to full program compliance.
• Help to coordinate the development of a PIR Program toolkit and New-to-PIR Learning Series to include compliance guidance and reference manuals. Ensure materials remain current.
• Contribute to training and compliance initiatives in IRC offices.
• Re-start sponsor circle initiatives and volunteer support for initial resettlement.
• Contribute to donor reports and proposals.

* • Bachelor’s degree required;
Master’s degree in Social Work, International Affairs, or related field highly desirable.

* Work Experience:

* • Minimum five years progressive non-profit experience, preferably with experience in the former Reception and Placement Program under USRAP.
• Previous experience leading program design, budget and implementation, monitoring program compliance and providing technical assistance required.
Demonstrated Skills and
Competencies:
• Demonstrated in-depth knowledge of US Refugee Resettlement Programs;
• Financial discernment and experience with budget development, tracking and resource acquisition.
