Overview
Gilbane Development Company is hiring an Associate Director of Compliance, a senior leadership role responsible for enterprise-wide oversight of affordable housing compliance across the Eastaway Property Management LLC and Calvary Street Property Management LLC portfolios. This position provides strategic, regulatory, operational, and systems leadership for Low-Income Housing Tax Credit (LIHTC) and project-based affordable housing programs across New York City, Washington, DC, Connecticut, and Massachusetts.
This role serves as the organization’s central authority on compliance interpretation, regulatory risk mitigation, and systems governance. The Associate Director of Compliance owns oversight of the One Site Real Page platform, ensuring it is properly configured, consistently utilized, and relied upon as the system of record for recertifications, lease renewals, rent limits, and income compliance. The role supports Regional Property Managers, Property Managers, and Compliance Specialists by providing expert guidance and escalation support for complex regulatory matters, including rent increases and income restrictions.
- Provide centralized oversight of LIHTC and project-based affordable housing compliance across all managed properties.
- Ensure adherence to IRS Section 42, HUD regulations, state housing finance agencies, and local regulatory authorities.
- Serve as the internal authority for interpretation of affordable housing compliance requirements.
- Provide enterprise oversight of One Site Real Page as the system of record for recertifications and lease renewals.
- Ensure system configuration reflects current regulatory requirements across jurisdictions.
- Establish standards for accurate and timely data entry and reporting.
- Serve as the primary internal escalation resource for Property Managers and Regional Property Managers.
- Oversee Compliance Specialists reporting to this role.
- Support teams navigating rent increases and income restriction requirements.
- Act as a secondary or tertiary liaison with federal, state, and local agencies.
- Provide escalation support and technical expertise as needed.
- Conduct file and system audits to ensure compliance.
- Identify risks and oversee corrective action plans.
- Identify and curate best-in-class onboarding and ongoing compliance training.
- Partner with the Gilbane Training and Development team and external providers.
- Support compliance and systems readiness for new acquisitions and market expansion, including New York City.
- Bachelor’s degree or equivalent experience.
- 7–10+ years of LIHTC compliance experience.
- Strong knowledge of Section 42 and HUD regulations.
- Multi-state portfolio experience preferred.
- Professional certifications such as HCCP, COS, or CPO, also preferred.
Salary to be determined based on geographic location, skills, education, and experience. Pay ranges from $ - $ plus benefits and retirement program.
