Status: Full-time. Schedule will be determined upon hire and will include late-night and weekend shifts, as well as on-call responsibilities. Staff may be required to adjust their schedule and hours based on the operational needs of the site and the agency.

Where You Will Work:

Hudson Bay is a brand-new, all-female shelter in the Bronx that houses 200 women aged 55 and older.

About The Role:

The Operations Manager plays a key leadership role in overseeing daily shelter operations and ensuring a safe, well-managed, and supportive environment for residents and staff. Working under the supervision of, and in partnership with, the Director of Program Operations, this role directly supervises Shift Supervisors and provides indirect oversight of Residential Aides.

The Operations Manager serves as the primary operational point of contact during assigned shifts, ensures compliance with DHS regulations and Callahan standards, and collaborates with internal departments and external partners to support effective service delivery. This role includes on-call responsibilities and requires flexibility to address operational needs outside of standard business hours.

Essential Functions:

  • Supervise Shift Supervisors and Residential Aides, providing training, coaching, performance evaluations, and ongoing professional development.
  • Develop, manage, and adjust staff schedules to ensure adequate coverage across all shifts.
  • Oversee daily shelter operations to ensure compliance with agency policies, procedures, and safety protocols.
  • Conduct both scheduled and unscheduled site visits during off-hours to monitor staff performance, resident safety, and operational compliance.
  • Manage access control procedures, maintain entry logs, and coordinate with contracted security personnel.
  • Oversee food delivery, storage, and meal distribution; monitor inventory and maintain adequate shelter supplies.
  • Maintain consistent communication with Program staff to ensure continuity of care and alignment of resident services.
  • Ensure full compliance with DHS regulations and Callahan Consent Decree requirements.
  • Conduct routine inspections of resident rooms and common areas; coordinate timely resolution of maintenance and safety concerns.
  • Respond to and de-escalate crises and emergencies, ensuring accurate incident reporting and appropriate follow-up.
  • Maintain operational documentation, including logs, attendance records, and required reports.
  • Provide support during emergencies and facility-related issues, including outside of scheduled hours.
  • Perform other related duties as assigned.
Required

Education and Experience:
  • High school diploma or equivalent required.
  • Minimum of 3–5 years of experience in a DHS Shelter or Safe Haven setting required.
  • At least three (3) years of supervisory or leadership experience in a shelter or residential environment required.
  • Experience with facilities management, maintenance coordination, or custodial services preferred.
  • Knowledge of homeless services, harm reduction principles, and trauma-informed care.
  • Familiarity with Callahan Consent Decree standards.
  • Strong organizational, communication, and decision-making skills.

Work Environment: This job operates in a shelter environment and works with a population that experiences mental illness, addiction, disability, HIV, and other chronic illnesses.

Physical Demands: While performing the duties of this job, the employee is regularly required to stand, walk, sit, stoop, climb stairs and/or kneel. Occasionally, the employee will have to lift and/or move up to 10 pounds.
