COMPENSATION
Salary Range: (Min) $103,877 – (Max) $129,846
SUMMARY:
This position is responsible for the development and administration of NYCT DOB and MTA Bus support contracts. This includes preparing contracts and guiding them through the various stages of solicitation as well as administering multiple contracts simultaneously by managing contractor work schedules, monitoring vendor performance, enforcing contract requirements, reviewing and paying invoices, as well as managing contract timelines and budgets. These duties require extensive interaction with all levels of DOB/MTA Bus management and vendor personnel.
Fieldwork is also required in order to adequately monitor vendor performance.
RESPONSIBILITIES:
- Oversee the work of multiple contracted vendors simultaneously which includes initial work releases, monitoring vendor responsiveness, reviewing quotes/proposals for needed work, monitoring vendor performance and adherence to contract terms, reviewing invoices and issuing payments.
- Manage the preparation of new contracts, AWO’s, budget modifications and time extensions on behalf of DOB and MTA Bus. This includes but is not limited to, working with internal stakeholders to create scopes of work and cost estimates, working with Procurement to facilitate timely awards, managing contract timelines to ensure continued service and as well
as managing the contract budget to ensure adequate funding. - Analyzes and prepares timely reports on the status of contracts in various stages of development, award, production, and delivery. Manage master contract reports as well as electronic filing of all project related communications.
- Fieldwork which includes organizing in person meetings between depot and vendor personnel to facilitate project progress, monitoring vendor performance, and assisting depot management with regards to services provided under a current contract
- DOB and MTA Bus Maintenance, Transportation and Facilities. Collaborate with MTA HQ, Procurement, Law Department, OMB, Vendor Relations, Security and External Vendors
- A Baccalaureate Degree from an accredited college in business administration, public administration, management or a satisfactory equivalent
- Five (5) years of satisfactory full-time related professional experience, and at least two (2) years of which must have been in a managerial/supervisory capacity.
SKILLS:
- Knowledge of bus maintenance operations as well as facility maintenance.
- Knowledge of contract preparation, solicitation, and administration, procurement practices, particularly with negotiated contracts procured through the RFP method.
- Knowledge of federal, state and local codes and regulations related to contracting types and forms of contracts, user business processes and public sector procurement regulations.
- Knowledge of People Soft and the SPEAR System
