The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Wastewater Treatment (BWT) is responsible for the operation and maintenance of all facilities related to the treatment of sewage within the five boroughs of the City. This includes 14 wastewater treatment plants, sludge dewatering facilities, collections facilities (pumping stations, combined sewer overflow retention facilities, regulators, tide gates, etc.), wastewater laboratories and harbor vessels.
The Senior Port Captain reports directly to the Section Chief – Operations and Maintenance and provides management and supervision for vessel Captains, Port Superintendents, Dispatchers and operating crews. The Senior Port Captain is primarily tasked to provide senior management for vessel operations as supported by operating procedures relating to vessel Deck Department personnel, compliance with applicable U.S. Coast Guard and other regulations, vessel and crew scheduling, terminal docking facilities and related operations.
As a senior manager, the Senior Port Captain is expected to demonstrate a positive attitude and commitment to established BWT Marine Section requirements.
- Perform or direct activities to monitor and coordinate Marine Section conformance with applicable U.S. Coast Guard, American Bureau of Shipping (ABS) and other regulations.
- Perform the duties of Spill Management Team (SMT) Member as specified within the U.S. Coast Guard approved Non-Tank Vessel Response Plan (NTVRP), Fuel Facility Response Plan (FFRP), and Fuel Facility Operations Manual (FFOM).
- Perform duties of Facility Security Officer (FSO) as specified within the US Coast Guard approved Facility Security Plan (FSP).
- Serve as certifying official for National Pollution Discharge Elimination System (NPDES) and file related annual reports.
- Perform activities in support of the hiring process for all Civil Service Titles including Captain, Mate and Mariner. The performance of these duties will be in cooperation with and as directed by the Section Chief.
- Perform activities in support of the employee performance evaluation process as directed by BWT Human Resource Administration procedures for Civil Service Titles, including Captain.
- Perform activities to effectively monitor records of personnel physical fitness and currency of U.S. Coast Guard licenses and qualification documents for all personnel.
- Review pertinent vessel records including Captain’s Logbooks, vessel inspections, drill records, etc.
- Perform administrative duties, including review and approval of timesheets, annual leave, overtime allocation, budgeting, weekly vessel reports, and MTV entries.
- Demonstrate knowledge and support of EEO standards and procedures.
- Perform duties, reviews and updates related to Marine Operation Policies and Procedures (MOPP).
- Support additional responsibilities as assigned or directed by the Section Chief – Operations and Maintenance.

Minimum Qualifications- Six years of full-time experience as a Naval or Coast Guard Chief Warrant Officer or Commissioned Officer, at least three years of which shall have been in an administrative or supervisory capacity providing logistic support, such as supply and maintenance for a group of operating ships; or
- Six years of full-time experience with a large shipping line performing duties similar to those described in "1" above.
- Hold a Merchant Mariner Credential (MMC) issued by the USCG with endorsement as a Master of Self-Propelled Vessels of Unlimited tonnage upon Inland waters.
