The Senior Project Management Analyst will report to the Project Management Center (PMC) Manager or to a Project Controls Manager and will serve as the Project Controls Lead for the NSLS-II portfolio of projects and some support to operations planning. The selected candidate will implement cost and schedule project planning and control functions for large scientific construction projects and smaller Research and Development projects within NSLS-II.

The Project Management Center is responsible for providing Project Management expertise to the Principal Investigator or Project Director/Manager including expertise in initial planning, cost estimating, scheduling, risk assessment, EVMS reporting, change control, and project management training and documentation. The project management/controls experience should be in the earliest stages of project planning through execution including change control and project closeout. Selected candidate will draw upon a sophisticated understanding of project management methodology, project control principles, and hands‑on experience with Primavera to successfully lead work, resources, and dollars using project controls tools.

Essential Duties and Responsibilities
  • Support project cost and schedule estimation efforts, and lead the development of Primavera P6 resource-loaded schedules for all projects
  • Implement all aspects of an earned value management system (EVMS), including the development and maintenance of a fully integrated resource-loaded schedule
  • Assist technical management in developing resource requirements to support the development of the project cost estimates
  • Perform analysis of the project schedule using critical path methodology and project performance metrics
  • Implement changes to the cost and schedule baseline
  • Support Project Risk Management practices, including the development and maintenance of risk registers, and lead efforts to perform quantitative risk analysis using Monte Carlo simulation software, such as Safran
  • Develop and produce monthly performance measurement reports for the management team and stakeholders, including the DOE
  • Interact with project technical staff to define scope of work, identify project risks, manage baseline changes, support variance analysis, and implementation of corrective actions
  • Present project data at internal meetings and external project reviews
  • Supervise and lead a team of Project Controls staff deployed to current NSLS-II projects, while supporting PMC Manager in building a lean, efficient, and effective project controls organization in anticipation of future large projects
  • Support the development and deployment of new project controls techniques and tools, and apply these tools to improve the quality of project plans
  • Develop standard templates, serve as a scheduling tool specialist, and counsel program managers and control account managers on the maintenance and integrity of project schedules
  • Support proposal preparation, procedure development and Project Management Training activities
Required Knowledge, Skills, and Abilities
  • Bachelor’s degree in business management, engineering, project management or other related field or equivalent experience, generally on the basis of 2:1 (experience: college) years
  • Minimum of ten (10) years of professional cost and scheduling experience, including demonstrated experience supporting large-scale DOE science projects
  • Solid knowledge of cost estimating, budgeting and cost control practices
  • Solid understanding of, and hands‑on experience with Earned Value Management System processes and requirements
