Position Overview

The Project Manager – Port Department will support the Port Authority’s Capital Program Delivery by leading the planning, development, and execution of complex capital infrastructure projects supporting regional maritime and port operations. This role is responsible for end-to-end project management across civil, structural, electrical, architectural, and environmental initiatives at marine terminals, intermodal facilities, roadways, and related assets.

Reporting to the Senior Program Manager, the Project Manager will oversee day-to-day project execution, coordinate with contractors, consultants, tenants, and regulatory agencies, and ensure projects are delivered on time, within scope, and within budget. This position requires strong leadership, technical expertise, and the ability to navigate complex stakeholder environments in a public-sector, transportation-focused setting.

Key Responsibilities
  • Lead day-to-day project management activities, including planning, initiation, site visits, and coordination of technical issues
  • Develop, maintain, and monitor project schedules, budgets, and risk mitigation plans
  • Review and evaluate design and construction documents, cost estimates, and schedules
  • Coordinate with contractors, tenants, utilities, and local, state, and federal agencies to support capital program execution
  • Draft high-quality scoping, authorization, board, briefing, and presentation materials
  • Provide timely and accurate reporting to senior leadership and executive stakeholders
  • Supervise Port Authority and consultant staff to ensure adherence to best-in-class project management practices
  • Manage project interfaces with other capital improvement initiatives
  • Anticipate project risks and stakeholder needs, developing mitigation strategies proactively
  • Ensure all required permits, approvals, and regulatory agreements are secured
  • Support the Senior Program Manager with decision-making and operational coverage as required
Required Qualifications
  • Bachelor’s degree in Engineering, Architecture, Project Management, or a related field from an accredited institution
  • Minimum five (5) years of experience managing capital, port development, or facility construction projects
  • Demonstrated experience managing large-scale budgets, schedules, and multi-project workloads
  • Proven ability to deliver projects on time and on budget in complex environments
  • Strong background in civil, transportation, utility, or waterfront construction projects
  • Demonstrated experience overseeing architectural, engineering, and construction consultants
  • Advanced knowledge of capital planning, cost-benefit and life-cycle cost analysis, project planning, and risk management
  • Strong leadership, negotiation, analytical, and decision-making skills
  • Excellent written, verbal, and interpersonal communication skills, including executive-level reporting
  • Working knowledge of governmental regulations, construction standards, and industry codes
  • Proficiency with Microsoft Office and ability to become proficient with Port Authority systems
  • Valid driver’s license
  • Ability to pass a Federal Security Background Check and obtain TWIC credentials
Preferred Qualifications
  • Professional Engineer (PE) or Architect license in New York or New Jersey
  • Project Management Professional (PMP) certification
  • Experience managing projects in a transportation or maritime environment
  • Prior experience supporting public-sector or Port Authority–type agencies
  • Experience with waterfront or marine infrastructure projects
