This position is responsible to manage the day-to-day activities of the Resource and Development section within Engineering Manpower. This position will manage Engineering personnel to ensure accurate, consistent and timely decisions of the application and compliance of absence control policies and ensuring employee availability for over 2,100 Engineering employees. Responsible for supporting Engineering department management and employees regarding departmental and corporate goals and to ensure conformity with all governmental, corporate, and agency policies, procedures, and guidelines.
Ensure Company policies are appropriately, consistently and fairly administered and enforced. The Manager Resource Development and Operational Support is responsible for providing leadership, direction and guidance to the Engineering Department in matters pertaining to Labor Relations, Employee Development, Human Resource assistance, and Payroll and Labor Distribution. Position will serve as liaison to Labor Relations Trial Officers and Human Resources. This position is also responsible for the management of probationary evaluations, supporting recruitment efforts, assisting employee availability, and managing onboarding and attrition in applicable systems.
- Serve as the Engineering Department’s coordinator on all human resource issues including: coordination with the payroll group of employee promotions, terminations, retirements or reassignments, the development and coordination of annual hiring strategies and assist in the development of the operating and reimbursable headcount, development of position descriptions that ensure accuracy and appropriateness. Manage and coordinate the processing of the Engineering Department’s performance evaluations, assist with salary worksheet review, and support recruitment/interviewing to ensure the best qualified candidates are selected to fill vacancies.
- Manage the coordination of all separating employee documentation and payouts (retirees, terminations, resignations) for all Engineering with, Payroll, Human Resources, LIRR Security and the Business Service Center (BSC). Data archiving for utilization for attrition models and future forecasting.
- Manage Probationary Evaluations for all Engineering department new hires. Oversee the distribution to sub-departments and ensure accurate and timely completion for review and submission to Human Resources.
- Liaison for LIRR HRBP/MTA HR with the annual Performance Evaluation program to streamline and manage compliance of the Engineering department. Identify and handle transactional maintenance to ensure our department has the proper communications and assistance.
- Manage the Engineering Department’s Absence Control process from the initial report to the disposition and ensure accuracy, consistency and the tracking of progressive discipline. Coordinate employee discipline as it relates to the absence control process. Develop and manage the running, and distribution of various customized reports to communicate results of absence control process such as patterned absence or quarterly reports for employees.
- Manage the implementation and administration of all Corporate and Departmental policies and procedures for the Department.
- Assist with development and provide recommendations for Collective Bargaining strategies; provide accurate Labor Cost guidelines. Serve as a back up Trial Officer for the Engineering Department, which includes the preparation of trial notices.
