The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the systemís 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $35B, and another $13.6B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system.
Our Wastewater Capital Program (WWCP) staff oversees the design and construction of all major capital projects for the Bureau of Wastewater Treatment (BWT). Current projects include upgrades for sustainability, resiliency, and state of good repair improvements (e.g. main sewage pump system upgrades, solids handling facility upgrades, power system improvements, combined sewer overflow abatement projects and pump station rehabilitation.) WWCP is a team of project managers and engineers who deliver projects with an emphasis on environmental health and safety, quality, schedule, budget, and client service.
PositionBEDC seeks to hire an Administrative Construction Project Manager M3 to be the Deputy Portfolio Manager (PM) overseeing the administration and operation of a significant subset of projects within Wastewater Capital Program directorate in Queens, NY. The Deputy Portfolio Manager will support the PM managing a portfolio of in-City Wastewater Capital Program projects including: wastewater pump station rehabilitation, Gowanus Canal Superfund CSO Facilities design and construction, and state of good repair upgrades at various WRRFs.
Responsibilities- A portfolio typically consists of a dozen large-scale capital projects in various stages of planning, design and construction with an aggregate value of $1 Billion or more. The Deputy PM will manage assigned projects, while also overseeing AM staff managing projects within the same program or project groups.
- Typical assigned projects include time-sensitive work on various consent orders, structural improvements and upgrades of main sewage pumping, power distribution, solids handling, and process systems at Wastewater Resource Recovery Facilities; rehabilitation of wastewater pump stations; rehabilitation of docks and resiliency-related improvements.
- Direct oversight of planning, design and construction of major capital construction projects to meet wastewater treatment requirements into the future.
- Ensure that schedules, reports, and work products conform to the scope of work; assist in preparation, negotiation, and processing of modifications to Consultant Contract scope, cost, and schedule.
- Incorporate Environmental Health & Safety throughout the project lifecycle and focus on client service to operating bureaus.
- Implement project delivery procedures and coordinate with bureau support divisions (e.g., Project Controls Group, Permit Resource Division, Sustainability, Contracts Support).
- Provide leadership to ensure constructability analysis, sequencing recommendations, and value-driven cost/schedule decisions.
- Monitor key performance indicators related to Scope, Schedule, Budget, and other project metrics.
- Acting Portfolio Manager duties in the absence of the Portfolio Manager; participate in bureau-wide programs/initiatives and provide support for issue resolution within the portfolio or bureau.
- Coordinate with PM to ensure consistency across the portfolio and supervise senior project management tasks delegated to AM/project support staff.
- Under direction of the PM, may serve as construction lead on portfolio projects in design to ensure constructability and provide recommendations on construction methods and sequencing.
- Evaluate and recommend cost-effective alternatives to meet project goals balancing scope, cost, and schedule; deep-dive into challenged projects as needed.
- Demonstrate critical thinking and effective independent data analysis; communicate effectively in oral and written form; meet deadlines; be flexible in work responsibilities.
- May require extended days and fieldwork, including standing and walking on uneven surfaces, steep slopes, stairs, in all weather conditions.
- Deputy PM will report directly to the Portfolio Manager.
Minimum qualifications include:
