Your TeamThe Office of Enforcement and Neighborhood Services (OENS) leads the agency’s effort to work closely with HPD divisions and outside partners to identify distressed buildings, assess and develop strategies, and collaborate with owners to improve conditions and return buildings to sound financial footing and physical health. OENS uses enforcement tools within its divisions to ensure compliance with legal and regulatory obligations.
The Office of Enforcement and Neighborhood Services is composed of seven divisions:
Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), Emergency Operations and Enhanced Enforcement Division (EOD), and Division of Emergency Housing Services (EHS).
The Emergency Operations and Enhanced Enforcement Division is responsible for emergency repairs in privately-owned residential buildings and for monitoring vendor repair work in City-owned buildings. The primary goal is to secure voluntary corrective action by the landlord, eliminating the need for direct City involvement.
Your RoleYour role will be a Construction Project Manager L-3/EHU Supervising Field Tech L3 for the Emergency Operations and Enhanced Enforcement Division (EOD) Environmental Hazards Unit (EHU). The selected candidate's responsibilities will include, but are not limited to, the following:
Your Responsibilities- On a daily basis, process field inspectors routes in INFO pertaining to Lead abatement scopes; monitor per established procedures.
- Coordinate with field staff, HPD vendors, and occupants in real time to facilitate addressing technical clarifications for successful progress of abatement work in conformance with work order specifications and codified laws.
- Train and evaluate field inspectors per unit SOPs.
- Review completed abatement jobs including change orders, field reports, dust wipe results and process; certify vendor payment in HPD INFO.
- Review completed dust wipe sampling chain of custody submitted by field tech and process for lab analysis in HPD INFO.
- As required, perform on-site field inspections to verify accuracy and validity of field reports, change orders, and resolve technical discrepancies.
- Collaborate with peer supervisors and admin staff for seamless daily operation of the Unit per established procedures.
- Demonstrate strong knowledge of program procedures and coordinate with property owners, tenants, and other program managers to achieve program objectives.
- Liaise and exercise cross-functional support within and across HPD divisions (ERP Procurement; DOH) to expedite work processes per established procedures.
- Effectively communicate with the Program Director and Deputy Director for urgent discrepancy resolution in real time.
- Preference will be given to candidates who have taken and passed the Construction Project Manager exam #3042 or 5058.
- Strong verbal and written communication skills.
- Proficiency in Microsoft applications.
- Background in work pertaining to lead abatement, asbestos, mold, and allergens.

Minimum Qualifications- A four-year high school diploma or equivalent and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects with a total cost of at least $300,000 for each of the five years; or
