Overview
The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the city.
The Water Board sets water and sewer rates and provides treasury services to the City’s water and sewer system.
- The selected candidate will serve as Water Board Deputy Executive Director (Deputy ED) reporting to the Water Board Executive Director. Working in collaboration with the Executive Director and a wide set of stakeholders, the Deputy ED will be responsible for research, analysis, formulation and recommendations around the strategic direction for New York City’s water and wastewater rates.
- Lead strategy formulation and policy analysis, operational and implementation analysis, and change management and strategic communications in relation to updates or changes to rate structures or programs, including affordability programs.
- Work closely with DEP operations staff, DEP and City oversight bodies, the NYC Water Finance Authority, and other Water Board team members.
- Support communications and reporting to the Water Board, including Board relations and management of Board meetings.
- Manage the Water Board team on a daily basis and work with the Water Board Treasurer to oversee the Board’s accounting and financial management activities.
- Lead initiatives to streamline and improve the performance of Board operations, including end-to-end workflows with DEP’s Bureau of Customer Service.
- Oversee and may assist with the production of spreadsheet models, analysis reports and supporting schedules related to revenue collections, disbursements, budget performance, appraisal setting, and ad hoc financial analysis.
- Evaluate customer billing appeals, create billing rate policy, and liaise on collection enforcement in collaboration with DEP's Bureau of Customer Service.
- Lead a variety of strategic financing or programmatic initiatives for the Board, and work with DEP senior management and DEP’s Bureaus of Customer Services, Sustainability, Budget, Legal, the Water Finance Authority, and the Mayor's Office of Management and Budget as assignments require.

Minimum QualificationsMinimum Qualifications A Baccalaureate degree from an accredited college or university and three years full-time satisfactory professional experience related to the projects and policies to be studied in the particular position including eighteen months of experience in a managerial, consultative, administrative or supervisory capacity.
Preferred SkillsPreferred Skills Experience with municipal bond market rating agencies. Experience in the utility industry, and knowledge of the water/wastewater industry. Master’s Degree in a related field or Juris Doctor and admission to the New York State Bar.

ResidencyNew York City residency is generally required within 90 days of appointment.
