Program OverviewCustomized Assistance Services (CAS) helps Human Resources Administration (HRA) clients with health and/or mental health problems reach the highest attainable level of functioning and self‑sufficiency by providing comprehensive, integrated, individualized clinical and support services. CAS works with other HRA components and external service providers to create new programs and refine existing services for maximum functional capacity.
Responsibilities- Oversee and manage program operations in two regions comprising 14 city‑wide locations, ensuring efficient, high‑quality delivery of eligibility determinations for disability reviews on all potentially eligible Public Assistance applicants and recipients.
- Manage CAS’s Disability Services Program, including administrative oversight of the two regions, and meet regularly with subordinate managers and staff to develop strategic plans, set goals and priorities, delegate responsibilities, delineate tasks, monitor progress, and ensure satisfactory performance.
- Act as the primary liaison with SSA, OHA, HASA, FIA, MICSA, and other divisions and government entities to inform them of the Disability Services Program’s policies, procedures, and service delivery coordination.
- Recruit, promote, and reward staff in compliance with Agency directives and procedures.
- Evaluate direct reports, recommend improvements, conduct reviews, and sign off on other evaluations as required.
- Ensure staff development through training and mentoring.
- Comply with the Agency’s employee discipline process and ensure subordinate staff compliance.
- Formulate and implement policies and procedures for the operation of the Disability Services Program to strengthen and enhance the provision of disability determinations.
- Meet regularly with We CARE vendor staff to ensure smooth collaboration with SSA initial applications and appeals.
- Direct analytical staff in the collection and analysis of data and the preparation of reports that inform policy and enhance program operations.
- Participate in labor/management meetings to comply with all policies and procedures related to the program.
- A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services.
- All candidates must have a baccalaureate degree and the one year of experience at the administrative or management level described above.
- Strength in administrative oversight and team management.
- Background in serving and supporting underserved or marginalized communities.
- Experience developing and executing policies and programs that promote self‑sufficiency, employment readiness, and overall well‑being for individuals with disabilities.
- Familiarity with overseeing or collaborating with contracted human services providers.
- Ability to collaborate effectively across agencies and City departments on multidisciplinary projects.
- Exceptional written communication and presentation abilities.
