Food Service Manager at NYC Administration for Children's Services

The selected candidate will be offered a salary between $80,000.00 and $88,000.00.

About the Agency

The Administration for Children’s Services (ACS) protects and promotes the safety and well‑being of children and families through child welfare and juvenile justice services and community supports. ACS manages community‑based supports and foster care services, and provides subsidized child শত care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Division of Administration provides a wide range of support services throughout the agency to ensure that all divisions receive adequate and efficient support to carry out their missions. The Division employs approximately 490 public employees and provides services in the areas of building maintenance, occupational safety and health, operational support, security, transportation, and print production. The Division also supports the Division of Youth and Family Justice (DYFJ) via nutrition and food services, construction, and facilities management for its two 24/7 Secure Detention facilities – Crossroads Juvenile Center (Brooklyn) and Horizon Juvenile Center (Bronx).

What

We’re Looking For

The Food Service Manager in the Division of Administration, under general supervision from the Executive Director and Director in the Food and Nutrition Services unit, manages food service operations for one or more secure detention facilities and congregate care sites. The Manager oversees day‑to‑day food service operations, preparing and serving meals three times a day, 365 days a year, to youth and children under ACS care.

The Manager supervises, manages, and evaluates Senior Cooks, Cooks, Cook Helpers, Stock Workers, and temporary food‑prep employees, maintaining sanitary conditions and ensuring hot, freshly cooked, tasty, and presentable meals that meet NYC Food Standards while addressing the needs of the youth in care.

Responsibilities
  • Oversee and manage day‑to‑day operations of the Food and Nutrition Services Unit in the juvenile detention and congregate care facilities.
  • Manage food service and contracted staff in the preparation, presentation, distribution, and serving of all meals and snacks, balancing nutrition standards with creative and tasty வாழ meal plans.
  • Coordinate and plan with various staff for community and special events involving youth.
  • Prepare work schedules, assign duties, and confirm staffing coverage to ensure timely meal provision.
  • Report on staffing, inventory, equipment maintenance, and compliance as requested.
  • Direct staff in ordering, receiving, managing, and maintaining inventory.
  • Maintain documentation, records, and reports to meet minimum regulatory requirements for oversight agencies (e.g., NYC DOHMH, OCFS, New York State Child Nutrition).
  • Ensure acceptable meal production for all assigned sites.
  • Maintain records of staff training requirements, certificates, and other required documents.
  • Manage time and leave and evaluate staff performance in accordance with Agency policies, and communicate with vendors to plan for and resolve ordering and delivery issues.
  • Train new kitchen staff in departmental policies and procedures.
  • Supervise the inspection, maintenance, and sanitation of the kitchen and food‑conveying equipment, establishing controls to ensure.

    Hosting of department and institution rules and regulations by the food service staff.
  • Develop and evaluate new policies and procedures for the Program Services, Food Service Unit while managing existing policies.
