Location: New York

The Deputy Director will assist the Borough Director with directing, supervising, and overseeing Manhattan Street Maintenance and Improvement programs. Responsibilities include monitoring the productivity of in‑house resurfacing and street maintenance forces, implementing quality assurance programs to enhance productivity goals, monitoring and evaluating the Borough's infrastructure needs, and planning the annual resurfacing and capital improvement programs. Under the Borough Director's direction, the Deputy Director will investigate, inspect, and determine solutions to significant street maintenance problems in Manhattan, prepare reports for review by the Borough Director and Executive Staff, and monitor, evaluate, and prepare reports on the performance of capital milling and resurfacing crews according to contract specifications and in‑house productivity goals.

The position also attends numerous meetings and responds to correspondence from the Executive Staff, citizens, elected officials, community board leaders, and other city agencies. The Deputy Director monitors 311 requests, correspondence, and phone numbers, utilizes Pavement Works and suspense systems for data retrieval and reporting, and manages and supervises a staff of supervisory, professional, technical, administrative, and field operations personnel to ensure compliance with program targets and schedules.

Minimum Qualifications
  • A baccalaureate degree from an accredited college and five years of full‑time experience in inspection, maintenance, construction or engineering work related to a large‑scale highway system; at least 18 months simplicity of which must have been in an administrative, managerial or executive capacity or supervising a staff engaged in performing the above type of work.
  • A valid New York State Professional Engineer's License and 18 months of supervisory, administrative, managerial or executive experience in civil engineering work related to highway construction or maintenance.
  • A four‑year high school diploma or its educational equivalent and nine years of the experience described in #1 above; at least 18 months of supervisory, administrative, managerial or executive experience as described in #1 above.
  • Education and/or experience equivalent to #1, #2 or #3 above and at least 18 months of supervisory, administrative, managerial or executive experience as described in #1 above.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for two continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
