Position: Program Director (GEMS)
Location: New York

The Program Director oversees the agency’s direct services with sexually exploited girls and young women including short-term services such as crisis intervention, defender based alternative sentencing programs and drop-in services and groups to long- term programming such as holistic case management, transitional housing, economic empowerment programming, and mentoring and leadership development. The Program Director will ensure high quality of program delivery and should be passionate about supporting girls and young women to exit the commercial sex industry and achieve their goals.

The Program Director will oversee a team of direct service departments and be responsible for program quality, outcomes measurement, and tracking as well as strategizing about new programming and meeting the emerging needs of sexually exploited youth. The Program Director will also be a member of the Senior Management Team.

Key Tasks and Responsibilities

Plan the Programs

  • Plan the delivery of GEMS programs including its activities in accordance with the mission and goals of the organization.
  • Develop new initiatives and programming to support the strategic direction of GEMS.
  • Develop and implement short-term and long-term goals, objectives and project timelines to guarantee the success of GEMS’ services and programs.
  • Develop and codify policies and procedures to enable GEMS programs to run effectively.
  • In consultation with the Chief Executive Officer, develop a program evaluation framework to assess the strengths of GEMS programs and areas for improvement.
  • Work with Senior Management to provide the best possible services while staying on budget, and support in identifying areas in need of funding and appropriate funding opportunities.

Organize The Programs

  • Ensure that program activities operate within the policies and procedures of GEMS.
  • Ensure that programs activities are in compliance with all relevant legislation and funding requirements.
  • Develop forms and records to document programs activities, including overseeing the management of the data management software, Apricot.
  • Oversee the structure and operation of programs and day to day activities, including staffing of GEMS’ program space, residential programs, court advocacy and offsite activities.
  • Oversee the compliance of GEMS’ confidentiality and privacy policies, and ensure adherence to member guidelines and contracts.
  • Supervise programmatic growth and development

Staff The Programs

  • In consultation with Chief Executive Officer, Chief Fiscal Officer and/or Operations Manager, identify staffing needs and support in hiring and onboarding of new staff.
  • Oversee that the departmental staff are in compliance with GEMS human resources policies, procedures and practices.
  • In consultation with the Operations Manager, will conduct, oversee and/or guide staff performance evaluations, professional development and/or performance improvement plans; support with staff probations and terminations as needed.
  • Engage, train and manage volunteers in appropriate program activities
  • Lead staff meetings, including case conferencing and trainings, and coordinate appropriate professional development opportunities.
  • Keep staff and volunteers updated on various policy issues and on individual cases as appropriate.

Control The Programs

  • Write reports on the programs for Senior Team and funders.
  • Monitor expenses, complete check requests and expense reports, distribute petty cash, and ensure that the programs operate within the approved budget.
  • Identify and evaluate the risks and safety associated with program activities and take appropriate action to control the risks and ensure the safety of the community.
  • Monitor the program activities on a regular basis for program quality, and conduct quarterly evaluations that align with GEMS program evaluation framework.
  • Report evaluation findings to the Chief Officers and recommend changes to enhance the programs as needed.
  • Monitor monthly statistics, case notes, and provide evaluation reports on a quarterly and annual basis.
