Duties & ResponsibilitiesPurpose of Position
Under direction, the Hospital Payroll Accounts Manager is responsible for the management of timekeeping and payroll accounting activities of a health care setting. This role ensures optimal utilization of resources and compliance of payroll with NYC Health + Hospitals, the health care setting, and all applicable federal, state, local, and other relevant regulations.
Essential Duties And Responsibilities- Supervises and manages the payroll department for a health care setting, ensuring accurate and timely payrolls and maintaining compliance with all appropriate regulations.
- Maintains and directs the flow of timekeeping and payroll records in accordance with established rules and regulations.
- Acts as a liaison between the System Central Office Payroll department and health care setting regarding payroll matters, collaborating with other departments to ensure efficient and accurate payroll processing as necessary.
- Assists in the resolution of payroll‑related inquiries or complaints from employees in a timely and professional manner by providing relevant information.
- Reconciles reports of personnel changes and budget modifications to ensure payroll accounting is accurate and compliant with policies.
- Gathers and accurately reports payroll data.
- Answers inquiries and correspondence related to timekeeping and payroll activities.
- Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration or a related discipline; and two (2) years of full‑time supervisory experience of a payroll and timekeeping operation; or,
- High school diploma or its educational equivalent, approved by a State’s Department of Education or a recognized accrediting organization; and four (4) years of full‑time experience in accounting, payroll, and/or timekeeping.
- Strong attention to detail and ability to manage complex records.
- Excellent problem‑solving skills and ability to collaborate effectively with cross‑functional teams.
- Strong skills in Microsoft Applications.
- Ability to analyze data and draw conclusions to take appropriate actions.
- Ability to manage different systems simultaneously to execute responsibilities.
- Strong communication skills.
- Ability to work under tight deadlines.
- 5+ years of payroll experience.
- Experience in a large‑scale payroll and/or timekeeping operation.
- Experience with collective bargaining contracts/union environment.
- Experience with People Soft HCM modules.
- People Soft 9.2/ Payroll, Time & Labor, Absence Management.
- IBM Mainframe.
- Microsoft Office.
