Position Summary: Under supervision, helps to organize, catalog, and record data regarding investigations of allegations of employee misconduct. The OSI Investigator will be responsible for supporting the unit heads and investigators, attorneys, and other support staff in the preparation of investigative and legal materials related to employee misconduct. The Investigator is responsible for creating, organizing, maintaining, recording, and filing documents and written reports that are prepared in connection with administrative investigations.

The Investigator works collaboratively with the unit heads, investigators, and other support staff to ensure an efficient, organized and systematic approach to investigations and may serve as liaison to other agencies, officials, and administrators within New York City Public Schools (NYCPS).

Reports to: Deputy Director, Office of Special Investigations
Direct Reports: Assignment to positions in Level 2 and Level 3 may require supervision of other Investigators and/or support staff.
Key Relationships: Legal Services Staff, Attorneys and Administrative Support Staff, Office of Case Assessment and Review, Administrative Trials Unit.

Responsibilities

Assignment Level 1

  • Enters, organizes, assembles, catalogues, and verifies investigative data and records in response to inquiries from unit heads and Office of Legal Services staff.
  • Prepares, organizes and helps to maintain investigative files.
  • Maintains case records and documents in databases.
  • Utilizes computer systems such as NYCAPS, HRS, internal databases, and EIS to assist in the retrieval of information in connection with various investigations and administrative proceedings involving NYCPS.
  • Assists with the cataloging and entering of notifications of arrests of NYCPS employees.
  • Assists with the processing of complaints of misconduct lodged directly with the Office of Special Investigations.

Assignment Level 2

  • In addition to Assignment Level 1 responsibilities, performs the following:
  • May require supervision of other Investigators and/or support staff.
  • Supports Confidential Investigators and support staff.
  • Responsible for reviewing office files and databases to gather the investigative histories of the subjects of the allegations of misconduct.
  • Assists in researching case-related inquiries.
  • Responds to inquiries from administrative officials at various NYCPS offices and schools.

Qualification Requirements

Minimum

  • A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in one or more of the fields of accounting, auditing, inspection, investigation personnel administration, and security, or in a major operational area of the employing agency; or
  • A baccalaureate degree from an accredited college; or
  • Education and/or experience equivalent to “1” or “2” above.

Plus

Two additional years of the experience described in the above items are required in addition to the minimum requirements.

Preferred

  • Strong computer systems skills to maintain case databases and generate case reports using Lexis Nexis, Adobe Acrobat, and other software.
  • Excellent communication and interpersonal skills.
  • Strong writing and organizational skills.
  • Experience utilizing Microsoft Office 365 applications.

Salary: $67,617 - $72,117
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
