Scope of Project

This resource will provide localized Cognos report administrative functions and be the primary resource for the development and maintenance of fiscal reports. This resource will also work on reporting, analysis, and measurements for Child Welfare in New York State, as well as provide ad hoc reporting as needed. The position supports the OCFS Data Warehouse and mission-critical reporting initiatives.

Responsibilities:

• Participate in business requirement gathering for Business Intelligence projects
• Work with Business Analysts on analysis and logical design
• Perform complex SQL coding to support reporting and testing functions
• Perform modeling using IBM Cognos Framework Manager and Transformer to support mission-critical reporting initiatives, including all layers of the model and package development
• Secure Framework Manager and Transformer models for data-level, object-level, and package access security
• Create advanced reports using IBM Cognos Analytics, including multiple pages with conditional formatting and joining multiple queries to produce a single dataset
• Complete testing of all reports, dashboards, and analytics in all environments prior to business owner review and approval
• Transfer knowledge to other Cognos users creating their own reports using in-person and electronic technologies
• Provide troubleshooting, end-user support, and problem resolution
• Research and develop solutions utilizing new product functionality to integrate into Human Services Cluster business deliverables
• Support rewriting of financial reports as required by Federal and State initiatives

Required/Preferred Skills:

• 84 months of experience using SQL for analysis and reporting, including conditional formatting and joining multiple queries
• 84 months of experience testing reports and analytics prior to moving to production
• 84 months of experience in social services-related reporting, including troubleshooting for user support
• 84 months of experience working collaboratively on business requirement gathering, analysis, and logical design
• 84 months of experience creating and modifying Framework Manager and Transformer models, including troubleshooting
• 84 months of experience creating and modifying reports using IBM Cognos tools
