Duties Description

The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.

Under the direction of the Manager Information Technology Services 2 (Technical), SG-29 within the Data Center Services bureau and Windows and Hypervisor section of Chief Technology Office, the Manager Information Technology Services 1 (Systems Programming), SG-27 will provide direction for the Windows Server team, supporting cloud-based initiatives. This team maintains the Windows Server Operating System instances located at the State’s Data Centers, numerous remote locations across the State, as well as the growing number of cloud-hosted Windows servers in AWS, GCP and Microsoft Azure.

In addition, this unit responds to incidents involving these servers on a 24/7 basis.

• Confers with higher level managers, subordinates and CTO architects to develop long-term work objectives, taking into consideration technical, fiscal and staffing resources.
• Develops and maintains detailed technical plans for areas of responsibility.
• Defines purpose, scope and objectives of tactical and strategic projects.
• Assigns work to subordinate supervisors. Monitors project progress, reviews major staff initiatives and products, and makes recommendations as appropriate.
• Directs meetings attended by project team(s), ITS management and CTO staff to discuss specific projects.
• Develops procedures, standards and internal controls for the conduct of work within this unit.
• Monitors compliance and takes appropriate action as needed.
• Assists the Windows and Hypervisor Manager in the preparation of the unit’s budget.
• Develops or participates in the development, interpretation, review and communication of ITS policies, procedures and standards.
• Analyzes the impact of proposed policy and legislation as they pertain to the Windows unit.
• Ensures unit staff stay current on required ITS training.
• Keeps abreast of new technologies and innovations in the Windows arena for use in planning with CTO architects and staff development activities.
• Performs the full range of supervisory responsibilities.

Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4;

Information Technology Specialist 3 (Database); or Chief Computer Operator OR in a position at the SG25 or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.
