Project Overview

The New York State Integrated Eligibility System (IES) is a large-scale modernization initiative designed to improve health and human service delivery through coordinated business practices, modern technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently supported by legacy systems, including the Welfare Management System and Benefits Issuance Control System.

The program builds on the success of the New York State of Health (NYSoH) platform to modernize eligibility systems across the state.

Position Summary

IES is seeking a Technical Project Manager with strong domain knowledge of Integrated Eligibility Systems. This role will report into the IES Project Management Office (PMO) and support delivery oversight across complex technical initiatives.

The Project Manager will provide leadership across project teams, manage scope and execution, and ensure alignment with program objectives, governance, and delivery timelines.

Key Responsibilities
  • Provide leadership and oversight to project managers and project teams within the IES program.
  • Define and manage project scope, schedules, budgets, and related variances.
  • Identify, assess, and mitigate project risks across stakeholders.
  • Follow and enforce established IES change control processes.
  • Manage projects through the full systems development lifecycle (SDLC), including:
    Requirements definition, Technical design, Development, Testing (unit, system, performance), Deployment, training, and pilot rollouts
  • Manage risks, issues, dependencies, communications, decisions, and action items.
  • Coordinate resources within a matrixed organization and collaborate with leadership on resource allocation.
  • Lead cross-functional project groups and stakeholder meetings.
  • Facilitate discussions to clarify business and technical requirements and drive decision-making.
  • Collaborate with state agencies, Social Service Districts, vendors, and technical teams to ensure alignment.
  • Oversee systems integration vendor implementation activities, including scope adherence, deliverable review, and progress tracking.
  • Provide regular project status reporting to program leadership, sponsors, steering committees, and governance bodies.
  • Perform additional duties as assigned.
Work Location / Hybrid Requirement
  • Position is based in New York City
    .
  • Must follow current ITS telecommute policy:
    50% onsite (minimum 2 days per week).
  • Occasional travel to Albany (~5%) may be required.
Required Qualifications
  • Level III Project Manager with 7+ years of experience managing complex projects, including at least 2 years in a leadership role.
  • Minimum 12 years of PMO Project Management experience
    , including work within Health and Human Services eligibility systems.
  • Experience supporting one or more of the following domains:
    Medicaid, Public Assistance, SNAP, HEAP, Child Care
  • Proven experience with:
    Data conversion and data modeling, Legacy system modernization, ETL teams, Data validation and quality assurance
Preferred Qualifications
  • Experience managing program budgets of $100M or more.
  • Strong experience managing resource-loaded project schedules using:
    Microsoft Project, Microsoft Project Online, and VBA scripting
  • Understanding of data governance, privacy, and compliance standards.
  • Bachelor’s degree in Business, Computer Science, Engineering, or related field.
  • Experience working with technical teams, data analysts, and integration partners; ability to lead technical discussions.
  • Current PMP or equivalent PMI certification.
  • Experience managing Agile technical projects.
