Position Title: Telecommunications Solution Architect
Location: New York, NY (Hybrid — 3 days onsite, 2 days remote)
Clearance Requirements: None required
Position Status: Contract (12+ months)
Pay Rate: $68–$78/hr (W2), depending on experience
Position
Description:
We are seeking an experienced Telecommunications Solution Architect to lead a large?scale legacy telecom retirement and Channel Bank migration program within a regulated utility environment. This role requires a rare combination of deep technical expertise, structured execution leadership, and hands?on involvement in live production cutovers.
The ideal candidate excels in modernizing complex telecom infrastructures, evaluating legacy TDM?based systems, and designing phased transitions to Ethernet, MPLS, fiber, and wireless technologies. This is a highly visible, mission?critical role requiring strong communication skills, stakeholder alignment, and the ability to manage carriers, contractors, and technical teams through each stage of the migration lifecycle.
Key Responsibilities:Technical Strategy & Migration Design
- Conduct full service inventories, dependency assessments, and demarcation point analysis
- Design phased migration strategies to retire legacy TDM infrastructure (Channel Banks, POTS, 56K, T1)
- Develop detailed cutover plans, rollback procedures, test plans, and implementation documentation
- Transition services to Ethernet, MPLS, E?
Line/E?
LAN, fiber, and wireless access solutions
- Own or technically lead carrier order processes, including ASRs, LSRs, provisioning, turn?ups, and disconnects
- Coordinate across carriers, contractors, SMEs, operations teams, and program leadership
- Lead live cutovers with real?time troubleshooting and decision making (onsite or remote as needed)
- Drive structured execution, risk mitigation, and milestone?based reporting
- Lead formal decommissioning of retired services and equipment
- Ensure timely billing disconnects and cost recovery activities
- Validate telecom billing accuracy and identify optimization opportunities Governance & Stakeholder Leadership
- Align with engineering, operations, vendor partners, and executive leadership
- Ensure compliance with regulatory and change management standards common to utility environments
- Maintain detailed documentation, tracking, and reporting using Microsoft 365, SharePoint, Visio, and Project
Education:- Proven leadership of end?to?end telecom migrations in production environments
- Deep hands?on experience with legacy technologies:
Channel Banks, POTS, 56K, T1 - Strong understanding of modern telecom solutions:
Ethernet, MPLS, E?
Line, E?
LAN, fiber, wireless access - Demonstrated ownership of carrier order lifecycle (ASRs, LSRs, provisioning, turn?ups, disconnects)
- Expertise designing migration strategies, cutover frameworks, and rollback procedures
- Hands?on leadership during live technical cutover events
- Advanced proficiency with Microsoft 365, SharePoint, Teams, Visio, and Microsoft Project
- Strong communication and stakeholder management skills across diverse technical and leadership groups
- Experience working in utility, energy, or regulated operational environments
- Exposure to SCADA, OT, or critical infrastructure communications
- Experience with telecom billing validation, audits, or cost?recovery programs
- Familiarity with ITIL practices for change and incident management
- PMP certification or similar project leadership credential
- Background in Solutions Architecture or Sales Engineering with carriers or network vendors
