Overview
The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities.
The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.
The Associate Commissioner of Data Quality and Metrics is responsible for ensuring the quality of agency data and metrics in application to reporting and analysis for the purpose of accurately leveraging data for business insights and accountability. Duties include but are not limited to the following: overseeing agency data and metric quality in application to reporting and analytic use, developing and implementing data quality and validation frameworks, leading a team of data engineers and analysts to deliver tracking, reporting, dashboards, and intelligence solutions for the agency, serving as the agency lead in developing, standardizing, documenting, and centralizing accurate agency metrics to support strategic initiatives and department operations, creating data quality audit functions, maintaining a comprehensive suite of dashboards tracking agency day‑to‑day operations, performance and key performance indicators, developing and executing metrics and reports for institutional compliance, implementing reliable staffing metrics, creating innovative metrics for high‑priority initiatives, facilitating integration of data and metric quality concepts in both in‑house and third‑party application builds, and strategizing with agency partners to transition from paper‑based to digital‑based data‑collection practices to improve operational efficiency and business insights.

- Provide technical expertise to internal and external stakeholders and project sponsors on matters relating to the use and reliability of agency data and external data.
- Train and oversee a team of data engineers and analysts in core business functions of data and metric quality, data analysis, dashboard reporting, technical documentation, and external reporting.
- Collaborate with technology to enhance data‑warehouse/database integration and tables/views to support Tableau and Microsoft BI visualization.
- Expertly manipulate large datasets from a variety of data sources/formats to solve reporting problems using SQL, Excel, R, and Tableau.
- Excellent understanding of relational databases and querying databases using SQL.
- Leverage project management and data/code/process management software (i.e., Visio, Airtable, Git Hub, and other) to plan and manage operations.
- Create metrics and provide technical definitions in a standardized format.
- Solid understanding of privacy, HIPAA, and other data use frameworks in the application and use of agency data.
- Serve as the agency point of contact for agency‑mandated reporting (i.e., Open Data Compliance, MMR/PMMR, EO reporting, etc.).
Master’s degree in fields that focus on the use of data for informing policy and operations (e.g., Data Science and Engineering, Public Policy/Administration, Statistics, Operations Analysis) plus 5‑7 years of experience leveraging data in large organizations to legitimize business insights with expert abilities in Tableau/BI/SQL/R and queries. At least 2 years in a managerial role leading people skilled in data engineering/analysis.
Demonstrated track record in data visualization, data quality, and metric validity in challenging organizations with multi‑dimensional data, problems, and needs. Excellent communicator, collaborator, and team player.
