Schedule:
Monday–Friday, 35 hours/week | Pay Rate: $55 to $60 per hour.
The NYC Office of Technology and Innovation (OTI) is seeking an Intelligence Content Engineer (Analyst
2) to support Cyber Command’s Cyber Threat Intelligence (CTI) Team. This role is critical to managing and scaling Cyber Command’s Finished Intelligence (FINTEL) platform. The selected candidate will serve as the primary content manager, non-technical administrator, and quality assurance reviewer for CTI intelligence products distributed citywide. The position plays a key role in ensuring the confidentiality, integrity, and availability of cyber threat intelligence data while driving product innovation and stakeholder engagement.

- Serve as the non-technical administrator of Cyber Command’s intelligence‑sharing platform
- User onboarding/offboarding
- Identity & access management (RBAC)
- User training and support
- Serve as the technical administrator of CTI’s internal intelligence production tracking platform
- Manage content curation, metrics, and dissemination of cyber threat intelligence products
- Act as the final copy editor, QA reviewer, and releaser of CTI intelligence products
- Oversee workflows, technologies, and policies related to intelligence production
- Liaise with engineering teams and vendors regarding platform updates and enhancements
- Act as product owner
- Manage product backlog
- Drive roadmap development
- Ensure continuous delivery of requirements
- Develop and improve training materials for internal and external stakeholders
- Bachelor’s degree (or higher) in a related field
- Minimum 4 years of experience working with Content Management Systems (CMS) or publishing platforms
- Minimum 4 years of experience in Product Release and Project Management
- Experience with a Threat Intelligence Platform (TIP), preferably OpenCTI
- Experience managing a CMS or publication program
- Familiarity with Role-Based Access Control (RBAC)
- Experience developing and managing complex data models for cyber threat intelligence
- Strong product strategy and stakeholder engagement skills
- Prior copy‑editing experience
- Excellent written, verbal, analytical, and organizational skills
- Knowledge of information security principles and security engineering
- Familiarity with software architecture and graph analytics
- Understanding of Dev Ops best practices and modern technology stacks
- Experience with API‑driven solutions and CTI standards (STIX, TAXII, MITRE ATT&CK)
- Ability to obtain a security clearance (strongly preferred)
- Background check may be required
- Overtime must be pre‑approved
- Total estimated hours: 3,640
Compensation: $60.00 per hour.
