HBITS Systems Architect - Expert

Overview

CIRB Proof of Coverage/Unit Stat Reporting and Data Exchange. GLMain for Safety Group Accounting. IPAM for Policy Maintenance and Administration (including Declaration, Entity, Location, Endorsement, Broker, Change of Interest, Contacts, Cancellation and Reinstatement, and Reports). iCMS for WC New Business Cash Management. In-house developed web applications support reporting, maintenance, and data exchange processes to meet statutory requirements and internal reporting needs.

The following projects are in scope:

• CIRB Proof of Coverage/Unit Stat Reporting and Data Exchange - in-house web application for reporting policy and claims data to NYSCIRB and data exchange processes. Includes production fixes and enhancements driven by statutory requirements.
• GLMain for Safety Group Accounting - in-house web application to generate reports for Safety Group accounting. Includes production fixes and enhancements due to new requirements.
• IPAM (Integrated Policy Administration and Maintenance) System - in-house web application for administration and maintenance of WC policy records during their life cycle. Modules include Declaration, Entity, Location, Endorsement, Broker, Change of Interest, Contacts, Cancellation and Reinstatement, and Reports. Includes production fixes and enhancements including those arising from Billing Application Modernization.
• iCMS for WC New Business Cash Management - in-house web application for tracking new business payments in interaction with Quote/Application System, Billing System and Oracle Financial. Includes production fixes and enhancements due to new requirements.

Day-to-Day Tasks

The duties of the consulting resources would be to plan, create, modify, test and implement code in support of any of the following:

• Develop Oracle stored procedures, packages, and triggers.
• Develop batch applications using .net and Oracle.
• Plan and design the structure of a technology solution.
• Communicate software requirements to app dev team members.
• Develop software with modern web development frameworks.

The consultant will adhere to NYSIF’s application development standards, including project management methodology, SDLC (Software Development Life Cycle), Enterprise Architecture standards and the IT governance process.

Mandatory Qualifications

Systems Architect - Defines the architecture of a computerized system (i.e., a system composed of software and hardware) in order to fulfill certain requirements, including a breakdown of the system into components, the component interactions and interfaces (including with the environment, especially the user), and the technologies and resources to be used in the design.

Expert - 84+ months:
Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Requested Qualifications

• 84 months experience in development, support and implementation of software related to policy administration and maintenance for Workers’ Compensation Insurance or equivalent.
• 84 months’ experience in development, support and implementation of software related to actuarial data computation and gathering for Workers’ Compensation Insurance or equivalent.
• 84 months’ experience in Oracle development using PL/SQL in the following: triggers, functions, stored procedures, packages, views, cursors, file processing, JSON processing, XML processing, advanced query optimization, and database design and implementation.
• 84 months programming experience in MVC, Web Services, and Oracle
• 84 months experience as a .Net application developer using Microsoft TFS, Azure Dev Ops and Visual Studio 2015 or newer.
• 84 months experience with web browser application development using Java script, CSS, JSON, XML, Xslt, Html, AJAX and Boot Strap.
• 36 months with Planview PPM Pro (formerly Innotas).
