Job Description

During this assignment, the financial business analyst will report to the State functional manager to provide status updates on assigned tasks. The resource should be able to work independently with minimum guidance to enhance the current application’s user interface to be interactive and self‑guided primarily in financial areas of SC Child Support Application.

Primary Responsibilities
  • Work closely with the State Functional Manager and Business Analysts to identify areas for improvement within PACSS and deliver practical, actionable recommendations.
  • Analyze existing workflows to uncover inefficiencies and pain points.
  • Design optimized workflows for complex processes in alignment with South Carolina business requirements.
  • Propose enhanced functionality for complex financial activities within PACSS.
  • Design self‑guiding workflows, including guided navigation, tooltips, and contextual assistance, for critical areas such as order entry and financial adjustments.
  • Design user‑friendly features such as step‑by‑step wizards, contextual help, and automated guidance to improve usability and reduce training needs.
  • Conduct stakeholder interviews as needed to gain a comprehensive understanding of South Carolina business processes.
  • Collaborate with other Business Analysts to develop comprehensive test scenarios, test cases, and provide general assistance during testing activities.
  • Participate in regular functional meetings focused on user‑reported issues, enhancements, and bug triage to review progress, discuss solutions, and align on priorities.
Required Skills (Rank in Order of Importance)
  • Experience working as a Financial Business Analyst in more than one Child Support System.
  • Experience working with financial operations (such as receipts, distribution, disbursements, recoupment, and/or reconciliation) in more than one Child Support System.
  • Experience in system designing and developing processes for complex workflows.
  • Preferred Skills (Rank in Order of Importance)
  • Experience with Microsoft Team Foundation Server (TFS) and Microsoft Test Manager.
  • Experience with SQL query skills to extract, validate, and interpret data for decision making.
  • Experience with Sharepoint.
  • Required Education

    BS Degree or equivalent work experience.

    Additional Skills

    Proficiency in MS Office suite. Ability to communicate (orally and written) effectively with technical, non‑technical staff, customers/stakeholders (State and Federal) and executives.
