As a Senior Manager of Technical Program Management (TPM) on Capital One’s Enterprise Machine Learning team, you will execute high‑priority enterprise‑level initiatives and influence organization‑wide outcomes. Partner with product, engineering, data scientists, and cross‑functional teams to create roadmaps, scope programs, define milestones and success metrics, and build scalable, secure, reliable, efficient ML products and platforms. This role includes big‑picture thinking, presenting to executive stakeholders, and holding engineering teams accountable for delivery goals.

In addition, you will help expand the TPM discipline within the team by leveraging experience to teach how a great TPM can achieve.

• Manage technical programs at the enterprise level, partnering closely with product, engineering, data science, and cross‑functional teams.
• Design and scope programs, aligning them with business priorities; define milestones and success metrics.
• Present to executive stakeholders and drive accountability across engineering teams.
• Educate the organization on TPM best practices and remove obstacles.
• Serve as the connective tissue across functions and business units to foster collaboration, improve decision‑making, and deliver value for customers end‑to‑end.

• Strong technical background, ideally building highly scalable platforms, products, or services.
• Exceptional communication, collaboration, and influencing skills.
• Quantitative approach to problem solving and a holistic, systems‑thinking mindset.
• Ability to simplify the technically complex and drive well‑educated decisions across product, engineering, design, and data science representatives.

• Previous experience with machine learning (building models, deploying models, setting up cloud infrastructure and/or data pipelines) and familiarity with major ML frameworks such as XGBoost, PyTorch, AWS Sage Maker, etc.
• Experience managing program communications with key stakeholders at all levels to enable transparency and timely information sharing.

• At least 5 years of experience managing technical programs.
• Bachelor’s degree.

• 5+ years of experience designing and building data‑intensive solutions using distributed computing.
• 3+ years of experience building distributed systems & highly available services using cloud computing services/architecture – preferably AWS.
• 3+ years experience building highly scalable mobile products & platforms.
• 3+ years of experience with Agile delivery.
• 3+ years experience delivering large and complex programs, owning the business or technical vision, collaborating with large cross‑functional teams, securing commitments on deliverables, and unblocking teams to deliver business impact.
• 4+ years of technical program management experience.
• 2+ years of Machine Learning experience.
• Experience building systems & solutions within a highly regulated environment.
