Assistant General Counsel - Contracts, Office of General Counsel

The Office of General Counsel (OGC) provides legal advice and assistance to DOHMH, supporting its innovative programs and initiatives. The OGC team includes attorneys in legal affairs, contracts, privacy, employment law, and the Institutional Review Board.

Responsibilities
  • Interact regularly with internal stakeholders and external entities to ensure all contracting processes are followed and necessary approvals are obtained.
  • Work with the ACCO’s Office and DOHMH Procurement staff to ensure publicly funded contracts comply with procurement policies and the city’s Portal.
  • Assess, develop, and negotiate contract terms, including insurance, intellectual/real property, and privacy for DOHMH agreements.
  • Ensure consistency of contract terms with DOHMH policies, procedures and goals.
  • Review and negotiate contracts to reduce risk and protect confidential information.
  • Draft Memoranda of Understanding between DOHMH and federal, state, and municipal entities.

  • Experience drafting contracts for municipalities.
  • Experience with public procurement-related issues.
  • Expertise in complex legal negotiation.
  • Strong research, analysis, problem‑solving and decision‑making skills.
  • Strong work ethic and attention to detail.
  • Ability to prioritize and work in a fast‑paced environment with hard deadlines.
  • Experience conducting legal research through Westlaw.
  • Proficiency in Microsoft Office, Westlaw, PASSport, and PowerPoint.

Minimum Qualifications
  • Admission to the New York State Bar.
  • One year of satisfactory U.S. legal experience after admission to any state bar, or six months of satisfactory service as an Agency Attorney Interne (30086).

To be assigned to Assignment Level II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience. For Assignment Level III, candidates must have two years at Levels I/II or three years of comparable experience.
