CHIEF INFORMATION & TECHNOLOGY OFFICER
Join to apply for the CHIEF INFORMATION & TECHNOLOGY OFFICER role at NYC Department of Social Services. The Department of Social Services (DSS) includes the Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA works to fight poverty and income inequality, while DHS focuses on preventing and addressing homelessness. The CITO directs the overall administration, planning, and technical strategy of the Information Technology Services (ITS) organization across DSS/HRA/DHS, ensuring ITS supports current and future business requirements and maintains secure technology infrastructure.
ITS operates 24/7 to support business operations at DHS and HRA in over 90 locations, serving more than 39,000 users with 17,000 PCs, 20,000 mobile devices, 2,000 servers, and 1,400 databases. ITS manages ~1,300 active IT contracts and vendors, resolves around 21,000 incident tickets per month, and delivers ERP and application services that support DSS, HRA, and DHS operations.
Responsibilities- Manage and support infrastructure and operations of agency assets, desktops, and mobile devices.
- Evaluate new technology and manage imaging services.
- Enhance, maintain, and develop new systems supporting DSS/HRA/DHS programs.
- Lead IT project management and quality assurance efforts.
- Oversee IT Service Management, helpdesk, and troubleshooting.
- Manage ITS contracts, budget, and staff.
- Ensure resources support critical agency functions, including new development and technology initiatives.
- Bachelor’s degree and four (4) years of responsible full‑time experience in computer utilization, systems development, or related fields, including at least one (1) year in a supervisory, administrative, staff, or consultative role.
- Alternative education/experience equivalent to the above. All candidates must have the required one (1) year of specialized experience.
- Graduate studies in business administration or related fields may substitute general experience on a year‑for‑year basis.
- Strong understanding of enterprise systems, infrastructure, networking, cloud computing, cybersecurity, data management, and emerging technologies.
- Ability to align technology initiatives with organizational goals and demonstrate how technology can enable business growth and efficiency.
- Leadership and management skills with experience motivating diverse IT teams and driving organizational change.
- Experience setting technology direction and executing initiatives effectively.
- Financial management skills, including IT budgeting, ROI evaluation, and alignment with financial goals.
- Capability to manage all levels of technical staff and analyze complex information for decision making.
- Knowledge of next‑generation data center management and corresponding network technologies.
- Recognition of diversity as a core value and practice in organizational culture.
- Analytical, strategic, and business acumen, with strong relationship‑building skills.
- Understanding of economic, political, technological, and competitive trends affecting human services and technology.
