Job Description

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities.

The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

The New York City Department of Correction is seeking a dynamic and experienced Human Resources professional to serve as the Assistant Commissioner for Human Resources. Under the executive direction of the Associate Commissioner for Human Resources, and with the broadest possible latitude to exercise independent judgment, the Assistant Commissioner will be responsible for providing strategic support and oversight to senior staff within HR operations.

The incumbent will provide leadership and guidance to a team of HR Directors and associated staff in several critical areas, including Applicant Processing Unit, Records Management & Retention Unit and Human Resources Compliance Unit.

Key Responsibilities
  • Overseeing and managing the hiring of both uniform and non-uniform members of services for the Agency.
  • Overseeing aspects of performance management, employee relations, and HR policy implementation.
  • Analyzing existing policies and processes to determine and recommend improvements where needed.
  • Collaborating with senior management and external partners to align HR initiatives with DOC’s strategies and goals.
  • Ensuring timely and effective resolution of HR-related issues in compliance with federal, state, and city regulations.
  • Developing and fostering a culture of learning and internal growth within the HR department.
  • Identifying and implementing industry best practices to improve and streamline HR processes.
  • Providing direction to the team to ensure seamless coordination across HR units for consistent, high‑quality service delivery.
  • Special projects as assigned.
Preferred Skills
  • Extensive experience and knowledge of HR processes and policies
  • Proven ability to manage competing priorities
  • Experience with using and making data‑driven decisions at the senior‑level
  • Ability to communicate highly complex information clearly and succinctly, both orally and in writing
  • Ability to lead and build consensus with multiple stakeholders
  • Strong analytical, interpersonal, problem‑solving, decision‑making and organizational skills
  • Working knowledge of NYCAPS, PMS, CHRMS, PRISE
  • Ability to maintain a high level of confidentiality within the teams

ASSISTANT COMMISSIONER (DOC) - 95041

Qualifications
  • A Master’s Degree from an accredited college in Public Administration, Personnel Administration, Business Administration, Human Services, Criminal Justice, Political Science, Psychology or a related field, plus three years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position.
  • A bachelor’s degree from an accredited college and five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position.
  • A four‑year high school diploma or its educational equivalent and nine years of satisfactory, full‑time progressively responsible experience as described in “1” above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.
