The Office of Finance & Administration (OFA) effectively and efficiently manages the agency’s resources – financial, human capital, and physical infrastructure. OFA does this by:
- Managing the agency’s capital and expense budgets,
- Providing fiscal support and accountability,
- Recruiting and training talent,
- Ensuring the staff have office space, equipment and support services.
By doing so, OFA ensures that HPD operates efficiently and effectively to meet the city’s ambitious housing goals, while valuing integrity and service delivery to our colleagues, partners, and New Yorkers.
OFA’s Division of Human Resources is responsible for maximizing the agency’s capacity to serve the City of New York through the recruitment and retention of a skilled, engaged, and diverse workforce. The Division works with the agency’s senior leadership to achieve this goal through the implementation of effective strategies, policies, processes while providing accessible workforce development resources for all agency staff.
With over 2,400 staff, HPD is one of the largest city agencies, and the Human Resources Division is key to maintaining the agency’s operational strength.
The Assistant Commissioner for the Division of Human Resources is integral to the day-to-day functionality of the Department of Housing Preservation and Development. This role ensures that HPD priorities align with employee development and retention. By managing recruitment, training, and conflict resolution, the Assistant Commissioner of Human Resources helps balance the needs of the agency with employee well-being. This position is a key driver of sustainable growth and adaptability.
YourRole
As Assistant Commissioner for the Division of Human Resources, you will provide strategic leadership and direction to the Human Resources team and the agency as a whole; ensure compliance with applicable laws, rules and regulations; oversee performance management and absence control programs; manage Human Resource operations including recruitment, hiring, payroll administration and employee relations; and collaborate with senior leadership and external stakeholders to ensure Human Resources initiatives align with agency goals.
YourResponsibilities
- Work closely with the Deputy Commissioner for Finance & Administration to advance agency objectives through strategic workforce planning, organizational design, and effective navigation of New York City’s civil service framework.
- Lead the development, implementation, and oversight of comprehensive, agency-wide career development and training initiatives.
- Work with internal and external partners to assess needs, mobilize resources, engage staff, and adapt curricula
- Oversee agency-wide mandatory training programs including New Hire Orientations and Performance Evaluation Training; ensure delivery of internal seminars (e.g., civil service information sessions) and agency-wide events
- Continuously evaluate current training programs and implement new initiatives to strengthen employee development and performance.
- Direct and manage core human resources functions across the agency, including timekeeping, payroll administration and check distribution; employee benefits; leave administration; workers’ compensation; and employee onboarding and orientation.
- Serve as the primary liaison to municipal labor unions on various labor-management matters, facilitating labor-management meetings; and resolving employee grievances in a timely and effective manner.
