HR Manager, Talent Manager
Location: New York
The Human Resources Manager reports to the Executive Director of Human Resources and provides on-site operational oversight to ensure the accuracy, consistency, and audit readiness of HR data and documentation. The position oversees Payroll, Timekeeping, and Human Resources Business Data to ensure compliance with federal, state, and local employment laws;
University and College bylaws, policies, and collective bargaining agreements; maintaining HRIS data integrity; overseeing documentation quality and audit preparation.
The Human Resources Manager is directly responsible for the following:
- Manage the administration of key HR systems and processes
-including ePAF, ePOI, HEMS, and eCT-to ensure alignment with University policies, contractual obligations, and audit standards established by CUNY Central offices. - Supervise Business Data provide technical guidance, workflow oversight, coaching, and performance management to ensure high-quality service delivery.
- Develop, refine, and implement standard operating procedures (SOPs) to promote consistent, compliant, and efficient HR processing across the institution.
- Ensure adherence to all relevant collective bargaining agreements-including PSC-CUNY, DC-37, Classified Civil Service, and HEO contracts-and guide HR operations in compliance with University and contractual requirements.
- Analyze, reconcile, and audit responses and data analytics to support compliance reviews, operational improvements, and senior leadership decision-making.
- Maintain ongoing audit readiness and reduce institutional risk by partnering with IT to strengthen cross-functional systems, standardize data flows, and reinforce internal controls.
- Oversee and validate all HR transactional processing, including HRIS management, data governance, process automation, analytics, system implementations, budget oversight, IT system coordination, and audit preparation.
- Conduct routine and ad hoc audits of payroll, timekeeping, and HRIS data to ensure accuracy, consistency, and regulatory compliance.
- Oversee tracking of faculty tenure, leave balances, and other critical HR records.
- Serve as a technical resource for campus departments on HRIS requirements, payroll rules, timekeeping procedures, and documentation standards.
- Partner closely with Information Technology and CUNY Central offices to troubleshoot and resolve HRIS, payroll, and data-related issues, ensuring seamless system performance and user support.
- Manage the full life cycle of major HR initiatives in support of campus institutional effectiveness goals: including, reporting tools and metrics that enhance workforce planning, forecasting, and compliance monitoring.
Minimum Qualifications:
Bachelor's Degree and six years' related experience required.
Preferred Qualifications:
Masters degree in human resources or related field CUNY, Higher Education setting and/or Human Resources experience strongly preferred Ability to communicate effectively and act as a member of a team A proactive, hands-on attitude and ability to work in a fast-paced environment, prioritize effectively, multitask, shift priorities quickly and work under pressure Ability to develop and manage various tracking systems Excellent management, supervisory and leadership skills Superior follow-through, oral and written communication skills
