The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient, and cost-effective.

MOCS makes it easier to do business through use of end‑to‑end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities.

The MOCS Director serves as the City Chief Procurement Officer.

MOCS team members operate in a collaborative, service‑oriented environment, where flexibility and ability to achieve results are valued. Staff must conduct all duties relevant to their position in their assigned division and demonstrate an advanced level of expertise. This position requires a focus on aligning daily operations to the agency's strategic priorities, engaging stakeholders in planning, and ensuring performance using well‑defined success metrics and project management strategies.

All staff are expected to deliver timely and quality work products and services, participate in ongoing improvement activities, proactively deepen their knowledge of procurement and government operations, and use modern technology software and hardware to complete daily duties. This position must collaborate with other team members to implement projects, help maintain and/or analyze operational data, and interact with external stakeholders.

MOCS works with agencies, vendors, and providers to ensure that the contracting process is fair, efficient, transparent, and cost effective to the City. Our mission is to provide leadership in the procurement process through knowledge, teamwork, and communication; support city agencies’ policy and programmatic goals; ensure integrity, accountability, and vendor responsibility; safeguard public funds; increase efficiencies and monitor costs; and maintain and oversee vendor information systems.

MOCS seeks to hire an experienced, talented, and highly motivated individual to serve as Human Resources Generalist within the Human Resources unit. Under the direction of the Senior Assistant Director of Human Resources, the Human Resources Generalist, in collaboration with MOCS HR team, will work to ensure that all operational goals and procedures are identified and met.

The Human Resources Generalist is responsible for the day‑to‑day personnel operations, including, but not limited to:

  • Processing new hires, transfers and promotions in compliance with citywide requirements and DCAS policies
  • Processing employee leave of absence, suspensions and terminations
  • Managing employee relations issues
  • Conducting new hire orientation and providing ongoing support to new staff
  • Ensuring prompt evaluation, review, and response to all employee concerns and inquiries
  • Attending recruiting events
  • Providing employees with information pertaining to citywide policies and agency‑specific rules and regulations
  • Entering data for various personnel transactions within NYCAPS, as well as generating HR reports
  • Introducing and implementing best HR practices and processes
  • Processing civil service transactions including DP‑72 and DP‑189
  • Coordinating agency training
  • Providing payroll and timekeeping support
  • Assisting employees with navigating City Share and NYCAPS/ESS websites
  • Reviewing confidential employee documents
  • Providing employees with general information on pension system (NYCERS), health benefits, deferred compensation plans, and flexible spending programs
  • Managing full‑cycle recruitment within NYCAPS eHire
  • Maintaining personnel files
  • Assisting with special projects and attending unit and citywide meetings
  • Performing other duties, as assigned
