Duties DescriptionThe Public Health Field Services Representative 2 serves as the lead for the CNYRO Field Unit focusing on work within the Division of Vaccine Excellence. Tasks include: perform, and oversee staff who perform, on-site visits of Vaccines for Children (VFC) provider sites in the region and document visits in an online reporting system; conduct follow-up activities to monitor corrective actions; supervise, train and manage regional field staff, including quality assurance of staff through review of completed site visit documents and management of regional workload;
conduct contract management and provide technical assistance for local health department (LHD) contractors regarding improving immunization coverage and fostering collation activities; train LHDs and healthcare providers on quality improvement processes, the New York State Immunization Information System (NYSIIS), digital data loggers and vaccine storage unit temperature monitoring requirements, school immunization requirements, and other topics as identified or requested; conduct immunization record reviews in schools (K-12th) and post-secondary institutions to monitor compliance with NYS immunization laws;
conduct visits to birthing hospitals within the region to monitor compliance with administration of Hepatitis B post-exposure prophylaxis and to provide education and technical assistance regarding perinatal hepatitis B prevention; assist in follow-up of VFC storage unit temperature excursion reports as requested; participate in meetings, committees, and trainings within the Division of Vaccine Excellence.

Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Public Health Field Services Representative 2 (G23); OR current NYS Department of Health employee with one year or more of permanent or contingent-permanent competitive service as a Public Health Representative 4 (G23) and eligible to transfer under Section 70.1 of the Civil Service Law. Provisional:
Current NYS Department of Health employee with one year or more of permanent or contingent-permanent, competitive service as either a Public Health Field Service Representative 1 (G18) or a Public Health Representative 3 (G18). Open Competitive: A bachelor degree in behavioral health/science, biochemistry, biological science, biology, biostatistics, biotechnology, chemistry, community health, counseling, education, epidemiology, health administration, health communication, health education, health promotion, health science, health and wellness, human services, humanities, infection control/prevention, microbiology, molecular biology, nursing, nutrition, occupational health, physical therapy, physics, pre-med, psychology, public health, public policy, social work, sociology, statistics, or substance abuse counseling AND three years of professional experience performing on-site public health program and service reviews, including provision of technical assistance, education, and outreach activities to ensure compliance with State and federal public health laws, rules, regulations, and guidelines.
One year of the experience must have been at a supervisory level. A master or higher degree in the listed fields may be substituted for one year of non-supervisory professional experience.
Preferred Qualifications:
The preferred candidate will have public health field experience, experience working with county health officials and private health care providers, and knowledge of immunization and vaccine preventable disease. The candidate must be highly motivated, possess excellent written and oral communication, interpersonal and organizational skills. The candidate will have the ability to act independently while handling competing priorities in a high-volume work environment.
Preferred candidate will demonstrate experience in monitoring government contracts, working with stakeholder coalitions, facilitating large groups and/or administration of health programs, and supervision of staff. Strong computer and database skills are required.
