Duties & Responsibilities

Purpose of Position
:
This class covers the scopes of practice of clinical laboratory technologists and, where appropriate, cytotechnologists and histotechnologists, per applicable New York State law. It includes performing clinical laboratory work of varying difficulty and supervising major program initiatives or activities. All personnel perform related work as appropriate to area(s) of assignment and licensure.

  • Under general direction, supervises, directs, trains, assigns work, establishes schedules, and reviews performance of personnel in a large laboratory or multiple smaller laboratories; performs tests and complex procedures in laboratory specialties and subspecialties.
  • Oversees laboratory staff in related tasks and may perform analyses in specialized areas.

Examples Of Typical Tasks (Assignment Levels I – III)

  • Performs routine clinical laboratory tests and procedures for diagnosis and treatment; enters data into computer systems and documents results; processes specimens and cultures, isolates and identifies micro-organisms, and prepares slides and smears.
  • Operates and maintains laboratory equipment and conducts quality control procedures.
  • Participates in quality control and proficiency testing as required by regulatory agencies.
  • Prepares media, reagents, and controls; ensures the laboratory is adequately supplied.
  • Maintains records and reports data on a regular basis; may supervise subordinate personnel as required.
  • Assists with complex analyses on laboratory specimens; records results in required formats.
  • Performs tests in water pollution control assignments when applicable and conducts related analyses.
  • Participates in non-routine testing for research programs; maintains quality control programs and laboratory records.
  • May supervise subordinate staff and participate in training; orders and maintains supplies as needed.
  • Maintains a program of quality control and participates in quality assurance; advises staff on methods and techniques.
  • Oversees ordering and maintenance of supplies and equipment; prepares, packages, labels, and standardizes laboratory media and reagents.
  • Documents results and data; may testify as an expert witness and prepare reports as required.
  • Plans and conducts training sessions for laboratory personnel; mentors subordinates in new procedures and technical problems.
  • Oversees quality control programs and participates in proficiency testing; prepares laboratory samples for proficiency testing and performs follow-up inspections.
  • Ensures compliance with City, State, and federal regulations; implements corrective actions as needed.
  • Performs complex tests on specimens and communicates results to stakeholders; may assist in budgeting and policy development.

Minimum Qualifications

  • Valid license as a clinical laboratory technologist, cytotechnologist, or histotechnologist issued by the NYSED.

For Appointment to Levels IV and V

  • In addition to meeting the qualification for Assignment Level II, candidates must meet one of the qualification requirements of a laboratory supervisor as outlined in Title 10, Section 58-1.4 of the New York Public Health Law.

Special Notes

Qualifying experience is not limited to New York State. Licensure constraints determine the scope of work and supervision responsibilities; jobs may be assigned across laboratory disciplines according to license/permit.
