the hiv/aids services administration (hasa) is the most comprehensive program of its kind in the country, helping new yorkers living with hiv or aids live healthier and more independent lives. We assist with an individualized service plan that targets the support and necessary benefits that are specific to a client’s medical situation that will enhance his or her well-being. Hasa provides intensive case management, rental assistance, emergency and non-emergency housing, and assistance with applying for public benefits and services including medicaid, food stamps and cash assistance.
Hasa also provides vocational services that prepare clients for work. With counselors to help identify barriers to employment, clients can select vocational goals and receive support. Other hasa’s services include home care and homemaking services, mental health and substance abuse screening and treatment referrals, transportation assistance, referrals to community-based organizations, and ssi or ssd application and appeal.
hiv/aids services administration is recruiting one (1) administrative staff analyst nm i who will function as a special assistant to the deputy commissioner. The special assistant will:
under the direction of the deputy commissioner, with wide latitude for independent judgment and decision making, is responsible for various aspects which assist in the achievement of the program’s goals and objectives. The special assistant to the deputy commissioner will oversee the analysis of sensitive, often controversial issues and problems involving hasa’s client population, with a view to resolving these issues.
Based on surveys and studies, this position will also recommend new policies and procedures to provide efficient services to hasa’s clientele.
- assist the deputy commissioner in the promotion, maintenance, and achievement of program goals, objectives, and programs related to the delivery of services within mandated local, state and federal regulations and guidelines.
- direct the analysis of sensitive, often controversial issues and problems involving hasa client population, and prepares responses to public, governmental, and community organizations.
- direct the maintenance of the control tracking system for the deputy commissioner, which prioritizes incoming requests for information, including developing and implementing controls of top priority items to ensure accountability for activity and performance.
- direct the conduct of analysis of the impact of proposed changes in services upon the hasa client population. Formulates and conducts studies and surveys and recommends new procedures and policy changes to provide for more efficient functioning of hasa programs and achievement of greater cost effectiveness.
- oversee the conduct of management studies and analysis to determine the impact of local, federal, and state legislation upon the hasa program. Prepares drafts and assists the deputy commissioner in the implementation of policies, procedures, methods, or systems. Provides the agency's managerial staff with proper interpretation and application of policies and regulations.
- oversee the design, implementation, and operation of special projects. Recommend procedural and operational changes and prepare reports as required. Monitors the progress of such projects to ensure successful completion and evaluates project effectiveness.
- maintain liaison with the office of the inspector general (oig) and the office of legal affairs (ola) to ensure compliance with investigations.
- act as a liaison between the deputy commissioner and staff members from the various components of micsa; signs documents within delegated authority; and represents the deputy commissioner on an as-needed basis at meetings.
