Location: New York

The Office of Chief Medical Examiner investigates cases of persons who die within New York City from criminal violence, by accident, by suicide, suddenly when in apparent health, when unattended by a physician, in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person.

Responsibilities

Under the supervision of the Assistant Director of Human Resources & Labor Relations, or their designee, and with some latitude for independent judgment and decision-making, the primary duties and responsibilities include:
  • Conducts research and analysis into collective bargaining agreements, labor laws, and other material pertinent to labor relations.
  • Provides guidance to non-managerial and managerial employees regarding labor research and best practices.
  • Coordinates the scheduling of and participates in labor management meetings and grievance conferences and hearings.
  • Serves as a Step II conference officer, where required.
  • Collects and compiles documentary evidence and other material for inclusion in disciplinary and grievance proceedings.
  • Liaises with DOHMH-Employee Law Unit as needed.
  • Ensures that conditions and benefits stipulated from labor negotiations and grievance settlements are implemented, taking corrective steps to remedy issues as needed.
  • Drafts grievance hearing briefs and stipulations, as needed.
  • Assists in the development and review of intradepartmental standard operating procedures and policies.
  • Maintains spreadsheets, reports, and other information to track grievances, employee discipline, and performance management metrics.
  • Supports classification projects by researching title requirements and preparing materials for review by external agencies.
  • Monitors employee compliance with civil service title requirements, including required licenses, and initiates corrective actions when necessary.
  • Coordinates the agency’s overtime cap waiver process by extracting reports from internal databases and city systems, preparing salary projections, and developing detailed spreadsheets, working with Employee Services appropriately.
  • Other duties as assigned.

Minimum Qualifications

  • A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in one or more of the fields of accounting, auditing, correction administration, criminal justice administration and planning, forensic science, inspection, investigation, law enforcement, personnel administration, police science, and/or security, or in a major operational area of the agency in which the appointment is to be made;

    or
  • A baccalaureate degree from an accredited college; or
  • Education and/or experience equivalent to "1" or "2" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
