Senior Procurement Manager

Salary & Package: $150,000 - $180,000 + pension + a further benefits package

Sea Global are delighted to be partnering with a New York public sector organisation to recruit a Senior Procurement Manager to join the procurement function.

This role sits at the heart of structured, competitive government procurement, supporting the acquisition of goods, services, grants, and construction through formal public bidding and RFP processes. The successful candidate will play a key role in managing compliant, transparent, and value-driven procurement activity.

They are seeking a procurement professional with strong experience across competitive sourcing, public sector compliance, and contract lifecycle management who can operate effectively within a regulated environment.

• Lead and support end-to-end government procurement processes, including drafting RFPs, IFBs, and formal solicitations in accordance with procurement law and policy.
• Partner with program teams to define requirements, develop procurement strategies, and ensure alignment with budget availability and agency objectives.
• Manage structured, competitive public bidding processes, ensuring transparency, fairness, and full regulatory compliance.
• Monitor contract performance and payments to ensure adherence to agreed terms and milestones.
• Provide expert guidance to stakeholders on procurement methods, regulatory requirements, and best practice.

Experience & Requirements

• Minimum five years’ experience managing procurement and contracts within a public sector or highly regulated environment.
• Proven experience leading competitive bidding processes, including developing Requests for Proposals (RFPs).
• Strong analytical, documentation, and stakeholder engagement skills.
• Ability to operate independently while ensuring strict adherence to government procurement compliance requirements.
