Overview
The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. DYCD is seeking a Contract Development Associate to perform the tasks and responsibilities described below.
Responsibilities- Verify contract data including accurate funding amount across all systems (CCMS, ECMS, DYCD Connect, PASSPort) and align with contract documents.
- Provide training and technical assistance to Providers on Contract Development and PASSPort.
- Ensure Approved Budgets and Workscopes match contract documents and upload & send required contracts documents to contractors, including Contract, Budget templates, and Workscopes for providers to review and complete for uploading in PASSPort.
- Ensure that all Provider documents in PASSPort reflect correct addresses and are complete.
- Create Authoring Documents for contracts in PASSPort and review contract documents for completion and accuracy.
- Issue Authoring Documents for Providers’ approval and approve Vendor Document Submissions; prepare final completion of contract documents in PASSPort.
- Track all contract activities from start to finish in PASSPort, ECMS, including document sent/received dates to and from provider and PACE within CDU internal contract ledger.
- Transmit contract activity to PACE in ECMS to continue with the contract registration process; review and track contract activity towards registration in CCMS, ECMS, DYCD Connect, and PASSPort.
- Final Approver of Contracts in PASSPort from Programs to PACE and troubleshoot contract issues in PASSPort with Providers before recommending to Help Desk.
- Interpret policies and procedures by researching and reviewing documents to prepare requested information for supervisor.
- Respond to requests for information concerning administrative, fiscal, and periodic standardized activity reports, and other priority data.
- A baccalaureate degree from an accredited college and two years of experience in community work or community-centered activities related to the duties described above; or
- High school graduation or equivalent and six years of experience in community work or community-centered activities related to the duties described above; or
- Education and/or experience equivalent to the above, with at least one year of experience as described in the first item above.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.

Salary: $62,868.00 – $97,593.00
