Position: Homeland Security Program Analyst 2
Location: New York

Duties Description The incumbent of this position will report to the Counter Foreign Malign Influence (C-FMI) Program within the Office of Counter Terrorism.
Duties include but are not limited to the following:

  • Serve as senior trainer and training support coordinating member on the Division’s Counter Foreign Malign Influence Program. Oversee instructors and manage an instruction program.

  • Assess insider threat and counterintelligence issues, including working with internal and external partners reviewing, evaluating, and commenting on topics such as economic espionage, elicitation, foreign malign influence and insider threats.

  • Support the development and delivery of counterintelligence awareness and security briefings to designated critical infrastructure, local government (i.e. law enforcement), education and private sector entities.

  • Conduct comprehensive research on security trends, act as liaison with security industry experts to build and maintain knowledge of trends and techniques with an emphasis on counter- intelligence.

  • Organize, evaluate and comment on homeland security, emergency services, and public safety programs and studies regarding C-FMI security and risk conducted by state and national governments and pubic/non- profit sector organizations.

  • Conduct analysis of foreign collection methods and support development of indicators and counter measure resources.

  • Manage and conduct site/field visits to gather information for program operations and initiatives.

  • Promote and publicize the overall and targeted counter foreign malign influence, security and risk management programs offered by DHSES.

  • Conduct community relations/awareness security programs to diverse populations. Develop and prepare materials for distribution.

  • Collaborate with senior and program staff to develop, manage and execute strategic plans, operational concepts, protocols ad policies.

  • Act as liaison between DHSES and partner agencies in matters relating to DHSES initiatives; provide guidance and training to stakeholders.

  • Manage projects with moderate risk and complexity. Prepare progress reports and communicate progress to stakeholders.

  • Assign, prioritize, review and evaluate work of professional and support staff. Perform all supervisory duties as required.

  • Participate in professional development opportunities and maintain certifications to validate proficiency.

  • Possession and maintenance of a valid Driver’s License issued by the Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the position.

  • Perform other duties as required.

Minimum Qualifications NON-COMPETITIVEOne year of permanent service as a Homeland Security Program Analyst 1;

OR Seven (7) years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations.

Substitution:
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience; and a doctorate may substitute for six years of experience.

Additional Comments

NOTE:

Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
