Your Team

The Office of Enforcement and Neighborhood Services (OENS) leads the agency’s effort to work closely with other HPD divisions and community partners to identify buildings in distress, assess and develop strategies, and work with owners to improve conditions.

Your Impact

The Emergency Operations Division (EOD) is responsible for emergency repairs in privately‑owned residential buildings and for monitoring vendor repair work in city‑owned buildings. The primary goal is to secure voluntary corrective action by the landlord, eliminating the need for direct city involvement.

Your Role

Under direct supervision in the Emergency Repair Program within the EOD you will serve as a Field Tech / Construction Project Manager L‑1.

Your Responsibilities
  • Inspecting, directing and monitoring work related to emergency repairs or compliance according to plans and specifications.
  • Ensuring that acceptable abatement methods and equipment are used in compliance with all laws, rules and regulations.
  • Monitoring contract performance; identifying problems with emergency repairs and seeking appropriate resolution.
  • Preparing field reports, scopes of work and cost estimates for emergency repair projects.
  • Reviewing and processing contractors’ requisitions for payment and change orders.
  • Ensuring that contractors obtain all pertinent permits prior to project start, and monitoring performance for issues and resolution.
  • Performing scoping as applicable, following agency guidelines.
Preferred Skills
  • Preference to candidates who have taken and passed the Construction Project Manager Exam 5058.
  • Requirement to work evenings and weekends; may be assigned to any borough.
  • Must possess and maintain a valid New York State driver’s license during employment.
Minimum Qualifications
  • A four‑year high school diploma or equivalent and five years of full‑time experience managing or inspecting construction projects costing at least $300,000 per year; OR
  • One year of the above experience and a bachelor’s degree in an engineering, architecture, construction, or related field; OR
  • One year of the above experience and a valid professional license (engineer, architect, or landscape architect); OR
  • Combination of two years of experience and a bachelor’s degree to equal five years of combined education and experience.

Driver License Requirement

Candidate must have a valid New York State driver license at appointment and during employment. Violations, suspensions or accident records may disqualify.

  • Level I: meets above qualifications.
  • Level II: requires one additional year of satisfactory full‑time experience.
  • Level III: requires two additional years of satisfactory full‑time experience or equivalent.
