About the Coalition
The Article 109
Coalition mobilises UN Member States to review and update the United Nations Charter to make our global governance fit for the 21st century. We are working towards the adoption of a resolution at both the UN General Assembly and the UN Security Council to hold a general conference to review the UN Charter, in line with the provisions of the Charter’s own Article 109.
In the few months since our Coalition has launched, we have seen significant traction for the idea of renewing global governance and updating the UN Charter, among UN Member States, civil society and other policy shapers.
Through our diplomatic engagement in New York, Geneva, and capitals, we are seeking to raise awareness of Article 109, garner support from Member States, and build a coalition of leaders to spearhead action. We are proactively seeking to shape and influence the policy discourse through our participation in key multistakeholder events and intergovernmental fora. The Coalition also mobilises civil society and the broader public to call for more equitable and effective international cooperation.

Key ResponsibilitiesWe are recruiting a new position of Policy Adviser to support the secretariat with its policy and advocacy efforts with the diplomatic community and beyond. The Policy Adviser will report to the Director of Policy and Diplomatic Engagement and is expected to work closely with colleagues across the team. This position is remote but will benefit from being based in a multilateral hub such as New York or Geneva.

- Undertake policy analysis and offer strategic advice to support the Coalition’s advocacy efforts.
- Articulate policy positions for the Coalition to take vis‑a‑vis relevant geopolitical and multilateral developments, different thematic constituencies (for example, climate, peace and security), across different stakeholders including individual Member States, UN entities, potential champions and others, and key fora and events (for example, COP and G20).
- Draft policy briefings, letters to high‑level dignitaries, concept notes as well as talking points, key asks and strategic framing for key interactions.
- Map key decision‑makers, policy windows, and entry points to shape agendas at global, regional, and national levels.
- Identify opportunities and strategies to shape the policy discourse and build buy‑in among key stakeholders.
- Support the development and implementation of targeted influencing strategies aimed at shifting global debates and norms, particularly in the UN.
- Help design and run outreach and convenings including side events, briefings, round tables and bespoke high‑level events.
- Monitor developments of relevance in UN intergovernmental negotiations and other multilateral fora and draw implications for the Coalition’s strategy.
- Provide secretariat support for the Group of Friends of Member States for Article 109.
- Support the advocacy efforts of the High Level Champions programme working with Champions on their engagements in public fora and the media.
- 5‑10 years of policy experience in UN, government or civil society settings.
- A strong grasp of political issues and proven ability to navigate geopolitical environments to deliver policy results.
- Excellent analytical skills and political astuteness with the ability to draw relevant policy inferences.
- Strong interpersonal skills with the ability to present and communicate to diplomats and other senior stakeholders in multilateral and cross‑regional contexts.
- An excellent grasp of the UN or other multilateral systems and their operation.
- An entrepreneurial spirit, taking ownership of discrete projects and work streams, ensuring timely and high‑quality delivery.
- Excellent oral and written communication skills.
