Overview

Background: UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Women’s leadership and decision-making is one of UN Women’s primary areas of work, recognizing women’s role in political and public life as a key driver for strong legislative and policy outcomes and a prerequisite for realizing all human rights.

UN Women promotes women’s equal participation in this thematic area through several initiatives, including parity (50/50) in political decision-making positions at all levels of government, temporary special measures (TSMs) such as quotas, and monitoring progress through data collection and dissemination for SDG indicator 5.5.1b and other data on political participation and representation. UN Women develops and updates data-based knowledge products on women’s political participation, including map-based posters, analytical publications and two websites – the UN Gender Quota Portal and the Women in Local Government Knowledge Hub.

They reach a wide range of users and are updated annually.

Under the supervision of the Policy Specialist on Local Government, the Programme Analyst will support: global data compilations on women’s participation in political and public affairs undertaken by the section; the update of data-based knowledge products produced by the section; dissemination of data and information through web-based portals; the review of national legal frameworks on TSMs and Violence Against Women in Politics (VAWP);

and the tracking of good practices in supporting women’s leadership and decision-making.

Scope of Work
  • Support global data compilation to monitor indicators on women’s political leadership and decision-making, including SDG indicator 5.5.1b
  • Support all research and data compilations undertaken by the Section, including women’s representation in local government, women holding executive positions, and implementation of electoral gender quotas;
  • Assist data compilation on SDG indicator 5.5.1b and women Cabinet ministers through preparation of customized data request forms, validation of information received, and preparation of summary tables for analysis and upload on websites;
  • Support assessing the feasibility of new data compilation on participation in political and public affairs, including, but not limited to, women’s voter turnout and women candidate data.
  • Support maintaining up-to-date information on the Women in Local Government Website
  • Review national legal frameworks to update information on local government organization and electoral systems;
  • Revise and upload local government country profiles on the Women in Local Government website;
  • Support the update of the back-end database of the website;
  • Test web functionalities after new data uploads, particularly dynamic content.
  • Support tracking the implementation of Temporary Special Measures, including quotas
  • Assist with data collection on the status of gender quotas through monitoring legislative changes, review of new laws and amendments, and preparation of data tables summarizing the information gathered;
  • Update information on quota implementation and contribute with data analysis to knowledge products on quota trends and their impact on women’s representation;
  • Contribute to tracking practices undertaken by UN Women Country Offices (COs) to support TSMs.
  • Support tracking and analysis of legislative and policy measures on Violence against Women in Politics (VAWP)
  • Support identifying patterns and trends in addressing VAWP by reviewing national legislative and policy frameworks;
  • Contribute to tracking practices undertaken by UN Women COs to support Member States addressing VAWP;
  • Support global analysis of country practices and measures to address VAWP.
