Location: New York
Job Summary
ESO Consultants LLC is establishing a consultant pool to support HQS and NSPIRE inspection compliance, staff training, and HUD housing programme systems across public housing and Section 8 programmes.
Key Responsibilities- Assess HQS and NSPIRE inspection operations and compliance practices
- Recommend improvements to HUD inspection scoring and enforcement outcomes
- Develop and deliver Section 8 training programmes, including Administrative Plan training
- Create training materials, procedural manuals, and briefing documents
- Support housing programme data analysis and performance reporting
- Assist with HUD systems including PIC Next Generation and EIV/EVMS
- Support modernisation of business processes and customer-facing tools
- Bachelor’s Degree in Housing, Public Administration, Data Analytics, or related field
- Minimum 5 years of experience with HQS, NSPIRE, housing inspections, or programme training
- Experience with HUD reporting systems and compliance environments preferred
- Strong documentation and training delivery skills
