Contract Management Specialist 1 (NY HELPs) – 10432
Position Summary:
Under the direction of a Contract Management Specialist 2, SG-23, within the Dedicated Support Division and the Department of Health Bureau, the incumbent will be actively involved in the fiscal and programmatic oversight of the agency contract portfolio. Additional responsibilities include vendor outreach and drafting of procurements.
Base pay range: $53,764.00/yr – $85,138.00/yr. Actual pay will be based on skills and experience. Talk with your recruiter to learn more.
Duties & Responsibilities- General administrative oversight of the agency contract portfolio.
- Provide guidance of agency spending through appropriate control systems and/or agencies including ITS, DOH, OSC, DOB, and SFS.
- Act as the liaison to the Division of Minority and Women‑Owned Businesses and Division of Service‑Disabled and Veteran‑Owned Businesses, monitoring agency purchasing to achieve and exceed goals.
- Perform routine administrative processes associated with agency contracts and review contractor performance and compliance.
- Perform contract monitoring tasks, including addressing any necessary contract modifications.
- Publish contract and procurement requirements for bidders.
- Develop, evaluate, and/or review contracts, Requests for Proposals (RFPs), Invitations for Bids (IFBs), Requests for Qualifications (RFQs), Requests for Information (RFIs), Requests for Application (RFAs), Sole/Single Source Procurements, and other related financial documents.
- Perform other duties as assigned.
Minimum Qualifications
- Professional experience managing contracts and related budgets, including negotiation with contractors and vendors; fiscal management (bidding, payment, analysis, and fiscal reporting); contract development (creating RFPs); contract execution (securing signatory approval from control agencies); monitoring and review of contract terms.
- Open to NYS employees with one year of permanent competitive service as a Contract Management Specialist 1, G‑18, OR in a position at G‑16 or above deemed administrative under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
- Applicants may be appointed to this position if currently reachable on the appropriate eligible list for this title or are current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 12 or above and eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law.

- PCO candidates: individuals with a score of 100 or above on the Professional Career Opportunities (PCO) eligible list are encouraged to apply.
- Successful completion of a two‑year traineeship leads to appointment as a Contract Management Specialist 1, SG‑18.
- Budgeting experience.
- Expertise in New York State governmental affairs.
- Non‑profit grant administration.
- Experience in the field of domestic violence service provision.

For positions located in New York City, an additional $3,400 down‑state adjustment location pay is provided. Positions located in the Mid‑Hudson area receive an additional $1,650 adjustment location pay.
