The City of New York’s Office of Administrative Trials and Hearings (OATH) is the nation’s largest administrative tribunal, holding approximately 400,000 trials and hearings a year. As the City’s central, independent administrative law court, OATH adjudicates a wide range of matters filed by nearly every city agency, board and commission. OATH also houses the Center for Creative Conflict Resolution, which provides mediation and restorative justice support to City government agencies and the general public, and the Administrative Judicial Institute, a resource center that provides training, continuing education, research and support services for administrative law judges and hearing officers.

Job Description

The OATH Clerk’s Office is seeking an Associate Staff Analyst to serve as the Penalty Processing Unit Deputy Manager in charge of incoming revenue in Manhattan. Under direction, the candidate has wide latitude for independent initiative and judgment, and performs the duties of Staff Analyst at a higher level. Responsibilities include preparation and administration of agency budgets, economic research and studies, administrative, procedural and operational studies and analysis concerning the agency's organization and operations, personnel administration, and supervision of staff.

Responsibilities
  • Hiring, training & supervising staff.
  • During the temporary absence of the supervisor, perform the supervisor’s duties.
  • Participating in the preparation of fiscal requests and staffing proposals.
  • Monitoring expenditures.
  • Assisting in the preparation of monthly and cumulative expenditure and revenue reports.
  • Processing and reviewing payment transactions, settlement agreements, refunds, satisfactions, clearances, adjustments, bank reconciliations, unapplied payments, and returned checks, in conjunction with and in the absence of their supervisor.
  • Managing cashiering functions.
  • Ensuring payments from all sources are reconciled daily and any discrepancies are thoroughly investigated.
  • Researching misapplied payments by contacting respondents, NYC agencies, or NYC contracted vendors.
  • Monitoring the agency lockbox contract.
  • Monitoring collection activities.
  • Serving as agency liaison on revenue-related issues.
  • Optimizing revenue procedures.
Minimum Qualifications
  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full‑time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research;

    in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
  • A baccalaureate degree from an accredited college and three years of satisfactory full‑time professional experience in the areas described in “1” above.
  • An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full‑time professional experience as described in “1” above.
  • A four‑year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full‑time professional experience as described in “1” above.
