Associate Director, Program Administration Manager

As the Program Administration Manager, you will be responsible for leading program compliance governance, operational controls and program management for the company’s sponsored Asset Backed Commercial Paper conduits. This role ensures all conduit activities adhere to regulatory reporting, such as reviewing and approving new funding requests for front office transactions, ensuring sufficient liquidity support for debt issuance, managing regulatory trade reporting, approving funds transfers and deposits, and preparing monthly surveillance and investor reports.

The Program Administrative Manager will be a central point of contact between Treasury, Operations, Origination, Program Adminstrators and Rating Agencies. This is a key role performing independent checks and controls to ensure that Nearwater and its counter parties agree to the trade terms and that transactions meet the respective business’ internal and external requirements.

Key Responsibilities Transaction-related responsibilities:
  • Review and sign off on all funding requests prior to Commercial Paper issuance, including detailed analysis of funding costs and pricing parameters.
  • Verify accuracy and completeness of Funding Request worksheets, ensuring all required documentation and approvals are in place.
  • Evaluate and approve new transactions as having sufficient liquidity support for debt issuance.
  • Respond to front office requests for approval in a prompt manner
  • Play a lead role in rating agency interactions, including responding to information requests, monthly reporting, annual reviews and surveillance questions.
  • Approve funds transfers and deposits, ABCP issuances and redemptions, and other transactions to ensure commercial paper is repaid in a timely manner.
  • Work with other groups to ensure proper recording and analysis of new transaction types/programs fundings.
  • Confirm compliance with program-specific investment criteria, concentration limits, and eligibility requirements. Sign and release trade confirmations.
Documentation and coordination:
  • Coordinate with Program Administrators to transmit approved funding requests and related documentation.
  • Ensure all program summaries are up to date with program documentation and communicate effectively with trading and operations of any changes.
  • Maintain comprehensive audit trail of all compliance reviews, approvals, and communications.
  • Prepare compliance exception reports and elevate material issues to senior management.
  • Interface with Operations, Legal and Trading desks to resolve compliance questions.
Oversee production and timely distribution of relevant reports:
  • Monthly Investor reports
  • Quarterly Credit Ratings agencies
  • EMIR
Skills and Experience
  • 10+ years of relevant operations and middle office experience at a fund, a global bank or other major financial institution.
  • Strong experience with fixed income markets; ideally very familiar with the ABCP space.
  • Exceptionally strong attention to detail.
  • Display good relationship qualities, team spirit, and ability to work cross-functionally.
  • Proactive and displays willingness to take initiative.
  • Proficiency in Python, SQL, and/or R for derivatives risk analytics, with demonstrated ability to build automated risk monitoring tools and dashboards for funding requests, and program administration management.
Preferred Qualifications
  • Master’s degree and professional certifications (CFA, FRM, or similar).
  • Strong organizational and analytical skills.
