Responsibilities
The incumbent will assist higher‑level staff in the unit, including data collection, production, review, and data analysis of owner submissions for the annual ETPA online survey for the counties of Nassau, Orange, Rockland, Ulster, and Westchester. Provide support to owners for the survey using all means of communication (electronic/online, telephone or in‑person); assist with the production of Explanatory Statements and Income and Expense tables for the ETPA Guidelines Boards;
assist with the data collection and production of Operational Bulletins, NYC Maximum Base Rent Program Standard Adjustment Factor application; perform work in support of the annual ETPA Billing Program for all municipalities in the current five ETPA counties and any future counties; include producing reports, quarterly spreadsheet reports for the unit, and quarterly reports to the NYS Comptroller’s office; respond to requests for unit count adjustments from municipalities treasurer’s offices on behalf of the unit’s Assistant Commissioner;
communicate with numerous treasurer’s office staff via e‑mail, telephone, or in‑person.
The candidate must be able to provide advice and actively participate in all phases of data collection, data analysis studies, and production mentioned above, and must be able to communicate and represent HCR with the public via all means of communications.
Additional work involves preparing tables, graphs, and written reports in conjunction with higher‑level staff; updating spreadsheets on an annual basis for the unit’s ETPA guidelines activities; assisting in the production of annual and periodic updates of agency operational bulletins; performing descriptive and multivariate analyses of data, utilizing computer software.
QualificationsMinimum Qualifications (NY HELPS):
- A bachelor’s degree in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics plus at least nine semester credit hours and two years of professional research experience performing the collection, manipulation, and evaluation of quantitative data directed toward program operations.
- A master’s degree or higher in the same fields plus at least nine semester credit hours and one year of professional research experience performing the collection, manipulation, and evaluation of quantitative data directed toward program operations.
- For purposes of selection, qualifying mathematics courses include actuarial science, finance, and mathematics.

Minimum Qualifications:
- Must be reachable on the New York State Civil Service eligible list.
Preferred Qualifications:
- Proficient with Microsoft Excel and Microsoft Word; working knowledge of statistical software; excellent oral and written communication skills; ability to work well in a team‑based environment.
- GIS skills and experience working with spatial data, including ArcGIS Pro preferred, though other GIS platforms acceptable.

Candidates new to state service will start at the hiring rate of $66,951 plus $4,000 location pay.
