Overview

RICHMOND COUNTY DISTRICT ATTORNEY
The men and women of the Richmond County District Attorney’s office work each day in partnership with Law Enforcement and the people of Staten Island to pursue justice for victims of crime, to prevent crime in all its forms, and to promote the safety and well-being of all citizens of our Borough.

The Bureau

This is a leadership role within the Administration Bureau that will be reporting to the Chief of Administration. The Administration Bureau is made up of six units:
Finance, Procurement, Human Capital, Information Technology, Facilities and SPI. The Administration Bureau serves as a customer service resource for the agency, mission driven to enhance the employee experience. The selected candidate will serve as the Chief Financial Officer and be responsible for leading the finance and procurement teams; this team is responsible for managing financial resources, procuring and paying for goods and services needed to support the agency’s mission.

The Role

Under the direct supervision of the Chief of Administration the candidate will serve as the Chief Fiscal Officer, specific duties will include but are not limited to:

  • Oversee the day-to-day operations of the Finance and Procurement teams, providing supervision and guidance while supporting professional development and growth of all team members.
  • Manage daily operating expenses of the Richmond County District Attorney’s $30 million budget.
  • Act as Liaison with the Office of Management and Budget (OMB) to identify and resolve all fiscal related matters.
  • Administer the Federal Asset Forfeiture account, prepare annual Federal Equitable Sharing Agreement Certification as required by the U.S. Department of Justice and the U.S. Department of the Treasury, liaison with both agencies, act as point of contact with Federal Asset Forfeiture auditors.
  • Oversee State Asset Forfeiture Account, review the annual report for the New York State Division of Criminal Justice Services.
  • Manage confidential expense accounts, submit year end reports to the New York City Comptroller’s office.
  • Maintain office escrow bank account for restitution distribution to victims.
  • Issue payments for expenses and reconcile monthly statements for all accounts.
  • Oversee federal and state grant applications; implement procedures to ensure office grant compliance; integrate grant initiatives with agency operations.
  • File quarterly reimbursement claims for federal and state grants, ensure that revenues reconcile to expenses, develop and maintain files for auditing purposes, act as liaison with the New York State Division of Criminal Justice Services.
  • Review staff requests, make appropriate funding recommendations.
  • Develop briefing documents for the District Attorney for presentation to elected officials.
  • Assist in the planning of capital budget projects by developing cost estimates for funding requests.
  • Reallocate funds within the budget to support personnel changes and other than personal service expense activity, making funding recommendations to Executive staff.
  • Oversee staff responsible for procurement, accounts payable, and case file management.
  • Other duties as assigned.

Qualifications

Qualification Requirements

  • A baccalaureate degree from an accredited college or university, and five (5) years of full-time, satisfactory administrative experience in management, in Business or Public Administration, or a related field, including two (2) years in Criminal Justice or a related field; or
  • A satisfactory equivalent.
